5.5.1 Transportation<br />

Transportation of DOT hazardous materials will be conducted in compliance with DOT regulations (49<br />

CFR 100-177) and by personnel trained according to the requirements of HM181 and HM-126F.<br />

Containers will be marked, labeled, and/or placarded prior to offsite transport. TSDF waste profile<br />

sheets, LDR notifications, waste manifests, and shipping documents will be prepared for Kirtland AFB to<br />

review and sign.<br />

All waste transporters used for Kirtland AFB projects will be registered with NMED.<br />

5.5.1.1 Hazardous Waste Manifests and LDR Certification<br />

Hazardous waste generated at the site will be stored onsite a maximum of 90 days prior to transportation<br />

for treatment or disposal. The 90-day accumulation period will begin when contaminated material is first<br />

put into a container.<br />

All hazardous waste transported from the site will be accompanied by a Hazardous Waste Manifest.<br />

New Mexico does not have a state manifest, so the receiving state manifest must be used, unless that<br />

state does not have a state manifest, and then a Uniform Hazardous Waste Manifest may be used.<br />

Kirtland AFB personnel will be responsible for reviewing and signing all waste documentation, including<br />

waste profiles, manifests, and LDR notifications (manifest packages). The person who signs the manifest<br />

for Kirtland AFB will be trained in both RCRA and DOT regulations and the Occupational Safety and<br />

Health Administration (OSHA) regulation 1910.120. Prior to signing the manifest, the designated<br />

Kirtland AFB official will ensure that pre-transport requirements of packaging, labeling, marking, and<br />

placarding are met according to 40 CFR 262.30-262.33 and 49 CFR 100-177.<br />

For special waste, a manifest containing the following information will accompany each load of special<br />

waste originating or to be disposed of in New Mexico, as specified in Section 702.C:<br />

Name, address and phone number of the generator<br />

Name, address and phone number of any and all transporters in the order each will be<br />

transporting the waste<br />

Name, site address, phone number and identification number of the solid waste facility to which<br />

the waste is to be delivered<br />

Type and proper name of waste being shipped<br />
