APPENDIX E<br />

For waste streams determined to be hazardous wastes, a one-quart representative sample of the material<br />

must be submitted to the disposal facility with the Waste Profile Sheet for analysis as a part of the<br />

facility's waste acceptance process.<br />

Environmental water and soil samples which are not suspected of meeting a DOT hazard class are not<br />

subject to hazardous materials shipping regulations. Samples known or suspected of meeting a DOT<br />

hazard class will be shipped in compliance with all applicable DOT regulations. Any personnel shipping<br />

a hazardous material sample must be trained in accordance with HM126-F and HM181.<br />

Radioactive samples having an average radionuclide concentration of at least 2,000 picocuries per gram<br />

(pCi/g) will be shipped in accordance with DOT regulations in 49 CFR.<br />

5.2.3 Storage<br />

The containers will be staged and stored in Kirtland AFB’s approved storage facility. Containers holding<br />

radioactive waste will be maintained in an authorized, controlled area.<br />

5.2.4 Disposal<br />

After tests results are received, if any of the IDW are determined to be hazardous or contain<br />

contaminants, the IDW will be treated and disposed of offsite as necessary.<br />

5.2.4.1 Non-Contaminated Waste<br />

Disposal of soil in New Mexico that is determined to be below regulatory standards after testing is<br />

regulated on a project-specific basis, and may possibly be allowed to remain onsite. A Disposal<br />

Management Plan with supporting analytical documentation must be completed and submitted to NMED<br />

for approval.<br />

If the state authorizes onsite disposal of the non-contaminated cuttings, the cuttings will be spread around<br />

the borehole from which the cuttings were generated in such a manner as to minimize wind or surface<br />

water erosion. This will be accomplished by spreading the soil out over a minimum area at least ten feet<br />

from the hole in a downgradient area.<br />

IDW which is found to contain chemicals and/or metals at levels below the RCRA characteristic waste<br />

levels may be regulated as special waste in New Mexico. Special waste and non-regulated soil which<br />

cannot remain onsite will be disposed of offsite in a licensed landfill and in compliance with the EPA<br />

Offsite Rule requirements for Subtitle D facilities.<br />

Prior to shipment, a brief review will be conducted by the Kirtland AFB Chief Regulatory Specialist to<br />

determine disposal facility compliance with the Offsite Rule.<br />

5.2.4.2 RCRA Hazardous Waste<br />

If the test results indicate the cuttings are listed or characteristic hazardous wastes, the wastes will be<br />

disposed of at a fully permitted RCRA Subtitle C facility that is in compliance with the EPA Offsite Rule<br />

requirements for Subtitle C facilities. The facility must meet LDR requirements and must provide<br />

treatment of wastes prior to disposal as required under the LDR, as necessary to meet the LDR standards.<br />

Prior to shipment, a brief review will be conducted by the Kirtland AFB Chief Regulatory Specialist to<br />

determine disposal facility compliance with the Offsite Rule.<br />
