hazardous waste will immediately be labeled with a completed commercial EPA ―HAZARDOUS<br />

WASTE‖ label, which will include the original accumulation start date and other requested information.<br />

Figure 4-1 presents a typical hazardous waste label. DOT information for hazardous materials, including<br />

proper shipping descriptions and hazard class labels, will be added prior to shipping. DOT functions, as<br />

required by 49 CFR Part 172, Subpart H, will be conducted by DOT-trained personnel.<br />

Once wastes are determined to be hazardous, a description of the waste generated (including origin,<br />

volume, accumulation date, number of containers, and ultimate disposition, e.g., offsite TSDF, etc.) will<br />

be entered into an electronic waste-tracking system. The tracking system will be routinely updated upon<br />

the generation of new wastes and following transport of wastes offsite.<br />

Radioactive waste having an average total radionuclide concentration of at least 2,000 picocuries per<br />

gram will be packaged, labeled, transported, and managed in accordance with DOT regulations in 49<br />

CFR.<br />

An inventory of waste containers will be maintained for later submittal to and inspection by Kirtland<br />

AFB.<br />

Containers or roll-offs confirmed to contain PCS shall be labeled using the following format:<br />

“PETROLEUM-CONTAMINATED SOIL”<br />

ORIGIN: EXCAVATION MATERIAL-PETROLEUM HYDROCARBONS<br />

CONTAMINATED SOILS—GASOLINE, DIESEL, HYDRAULIC FLUID<br />

(WHICHEVER APPLIES)<br />

Containers or roll-offs confirmed to contain ACM shall be labeled using the following format:<br />

“DANGER CONTAINS ASBESTOS FIBERS<br />

AVOID CREATING DUST<br />

CANCER AND LUNG DISEASE HAZARD”<br />

All hazardous waste stored in drums will also be stored on wooden pallets in a predesignated container<br />

storage area equipped with appropriate fire control and spill containment and control equipment. The<br />

container storage area and all containers of hazardous waste will be inspected and logged weekly on an<br />

inspection log while field work is in progress. Inspection will encompass evaluation for proper labeling,<br />

secure closure, the condition of each container, number of containers, and condition of the storage area.<br />

All containers will be checked to ensure labels and markings are in good condition. Any signs of<br />

deterioration, leaking, or dents will be noted, and containers will be immediately over-packed, if<br />

necessary. Inspection results will be provided to Kirtland AFB.<br />

Containers of RCRA hazardous waste will be transferred to the TSDF after waste characterization, as<br />

indicated below:<br />

For the duration of any project, hazardous wastes (including soil, debris, decontamination<br />

liquids, and PPE) generated or removed through corrective action activities at any site will be<br />

sent to an offsite TSDF that has been approved by Kirtland AFB.<br />
