1.1 Objectives and Scope<br />

1. INTRODUCTION<br />

This Groundwater Investigation Work Plan was developed to provide well installation and groundwater<br />

sampling rationale and decision logic for delineating the extent of fuels-related contamination in<br />

groundwater as the result of past operations at Solid Waste Management Units (SWMU) ST-106 and<br />

SS-111, the Bulk Fuel Facility (BFF), at Kirtland Air Force Base (AFB), New Mexico. The activities<br />

described in the work plan are designed to characterize dissolved-phase fuels contamination in<br />

groundwater (vertical) and horizontally that are the result of past practices at the BFF.<br />

Specifically, this plan will provide<br />

• Characterization of the nature, horizontal, and vertical extent and the fate and rate of<br />

migration of groundwater contamination.<br />

• Characterization of the geology and hydrogeology at and below the water table.<br />

• Characterization of groundwater flow direction and velocity.<br />

This plan also defines<br />

• Construction details, locations, and depths of proposed groundwater monitoring wells.<br />

• Field procedures, sampling and analysis and related quality control protocols for groundwater<br />

analysis.<br />

• Data analysis and reporting procedures (including proposed cross-sections and plan views of<br />

data).<br />

• A proposed schedule that complies with Table 4 of the New Mexico Environment<br />

Department (NMED) letter of April 2, 2010.<br />

1.2 Approach and Implementation<br />

Following previous investigations at the BFF, data gaps related to the nature of the fuels contamination<br />

and the extent of contaminations resulting from past operational history at the BFF were identified. This<br />

work plan was developed to address the data gaps for the lateral and vertical delineation and to provide<br />

data of sufficient quality to adequately characterize the nature and extent of dissolved-phase fuels-related<br />

groundwater contamination and to support the development of a Corrective Measures Evaluation.<br />

Implementation of this work plan will be performed in conjunction with the Vadose Zone Investigation<br />

Work Plan and the Interim Measures Work Plan prepared for the BFF. Surface and subsurface<br />

geophysical investigations will be performed initially to provide qualitative and quantitative information<br />

for further understanding the subsurface lithology, potential plume migrations, and suitable<br />

sampling/monitoring locations, and will aid in the refinement of the Conceptual Site Model (CSM).<br />

Subsequent intrusive investigations including drilling and installation of groundwater monitoring wells<br />

will determine the extent of groundwater contamination at the BFF and will provide insight into the<br />

chemical makeup and distribution of contaminants within the groundwater.<br />
