APPENDIX E<br />

Special wastes (PCS and ACM) must comply with the following requirements:<br />

Special wastes must either be treated prior to disposal and/or isolated in their disposal to ensure<br />

a minimum of exposure to the public.<br />

All special wastes must be disposed of only at solid waste facilities permitted for disposal of<br />

special wastes.<br />

All special wastes must be manifested in accordance with Section 712 of the New Mexico<br />

Special Waste Regulations.<br />

Storage of special wastes will occur only at an approved special waste storage area in a bermed<br />

area containing an impermeable membrane liner. Special wastes will not be stored longer than<br />

45 days, unless approved in advance by NMED.<br />

All containers of special wastes to be stored or disposed will be clearly labeled, indicating the<br />

contents and potential health, safety, and environmental hazards associated with the waste.<br />

The physical and chemical characteristics of all special wastes will be documented prior to<br />

storage, transportation, or disposal by the following means:<br />

Records of the results of analysis performed in accordance with Section 704 of the New<br />

Mexico Special Waste Regulations, as applicable<br />

Detailed descriptions of the generator’s knowledge of specific wastes<br />

ACM managed in accordance with Section 705 of the New Mexico Special Waste Regulations,<br />

as applicable<br />

Transporters of any type of regulated special waste must be registered with the NMED-SWB<br />

3.4 Waste Containerization, Storage, and Disposal<br />

Prior to generation, container selection will be performed by DOT-trained personnel, based on type and<br />

quantity of waste to be generated. Containers may include DOT specification drums, roll-offs, or tanks<br />

for regulated hazardous material. DOT specification containers are not required for material which does<br />

not meet a DOT hazard class, such as PCS, which may be transported in a dump truck).<br />

The Contractor shall select temporary staging and storage areas in accordance with the project specific<br />

addenda. Areas to be used for staging or storage of hazardous waste or NMED special waste will be<br />

properly designated, demarcated and prepared. The designated areas will include spill containment and<br />

control equipment, fire suppression equipment (as applicable), and secondary containment (as<br />

applicable) in accordance with 40 CFR Part 262, New Mexico Special Waste Regulations, Kirtland AFB<br />

Base-Wide Spill Prevention Control and Countermeasure Plan, Kirtland AFB Base-Wide Stormwater<br />

Pollution Prevention Plan and the Contractor’s project-specific addenda to these plans. The area will be<br />

secured with some type of fence or barrier, and a sign reading "DANGER-UNAUTHORIZED<br />

PERSONNEL KEEP OUT" will be posted at the entrance and all sides of the enclosure. Waste may also<br />

be stored in Kirtland AFB’s approved waste storage area with appropriate demarcations and barriers.<br />
