All circuit breaker panels and electrical transformers and supply equipment must be labeled<br />

as to the voltage contained therein.<br />

All circuit breaker panels must be labeled as to what each breaker controls.<br />

All breaker panels and electrical panels must have a cover protecting any live exposed wires.<br />

At least a 30-inch clearance must be maintained on three sides of all circuit breaker boxes,<br />

transformers and electrical supply equipment so as to provide ready access to the equipment<br />

in the event of an emergency. A 36-inch clearance is required for higher voltages, so be sure<br />

that adequate clearance is provided.<br />

Circuit breaker boxes that are locked or kept in locked rooms must have a key readily<br />

available in the event of an emergency.<br />

4.5.5.1 Portable Generators<br />

Portable generators are used on many construction sites. Portable generators must meet the requirements<br />

for grounding as specified in the National Electrical Code (NEC) National Fire Protection Association 70.<br />

NEC 250-6 has certain exemptions for the grounding of portable and vehicle mounted generators. Refer<br />

to the code in EM 385-1-1, Section 11 for additional details. Portable generators will be operated in an<br />

open air area where there is sufficient ventilation as to prevent accumulation of exhaust gases including<br />

carbon monoxide.<br />

4.5.5.2 Temporary Wiring<br />

A qualified electrician will design temporary wiring. A qualified engineer will approve the design. The<br />

system will be tested as required by EM 385-1-1, Section 11. Temporary lighting will be protected by<br />

guards and will not be suspended by the wire. Exposed empty light sockets and broken bulbs are not<br />

permitted. Temporary lighting circuits will be separate from electrical tool circuits. Circuits will be<br />

labeled as “LIGHTS ONLY” or “TOOLS ONLY”.<br />

4.5.6 Control of Hazardous Energy (Lock Out/Tag Out)<br />

Safety considerations for Lock Out/Tag Out are provided in 29 CFR 1910.147, which establishes the<br />

Control of Hazardous Energy. This program applies to all Contractor operations, except as follows:<br />

4.5.6.1 Tag Out<br />

Work on cord and plug connected electrical equipment where the plug is under the control of<br />

the employee performing the work.<br />

Hot tap operations.<br />

Work involving minor changes and adjustments to equipment during routine operations (such<br />

as small tooling adjustments).<br />

The use of tags without locks are prohibited, except in those cases where it is physically impossible to<br />

attach a locking device to an isolation point. When it is necessary to use tags without locks the following<br />

shall be completed.<br />
