3.2 Quality Assurance/Quality Control<br />

Investigative activities being conducted as part of the BFF Groundwater Work Plan are similar to<br />

activities conducted as part of the Environmental Response Programs at the base in the past. Kirtland<br />

AFB currently has a Base-Wide Plan for Investigations under the Environmental Restoration Plan (ERP,<br />

2004), which documents standard operating procedures for all investigative work conducted on the base.<br />

Included in the Appendices of the Base-Wide Plan for Investigations are the Field Sampling Plan (FSP),<br />

the Construction Quality Assurance/Quality Control (QA/QC) Plan, the QAPP, the Base-Wide Data<br />

Management Plan DMP, the Base-Wide Waste Management Plan (WMP), the Base-Wide Safety Plan,<br />

and the Permitting Plan. These plans were written to cover all environmental restoration activities<br />

conducted at Kirtland AFB and include<br />

• Resource Conservation and Recovery Act (RCRA) facility investigations (RFIs)<br />

• Solid Waste Management Unit assessments<br />

• Risk assessments<br />

• Corrective measures studies<br />

• Corrective actions<br />

• Monitoring of natural systems and treatment operations<br />

• Other site investigations and associated work efforts<br />

The Base-Wide Work Plan was prepared in accordance with the requirements and guidelines for data<br />

collection activities established by the EPA, the U.S. Army Corps of Engineers (USACE), the Air Force<br />

Center for Engineering and Environment (AFCEE), and the USAF. The purpose of the Base-Wide Plan is<br />

to provide a comprehensive set of strategies for conducting field sampling operations that are integral to<br />

the performance of a variety of environmental restoration activities. The Base-Wide Plan appendices<br />

include Standard Operating Procedures (SOPs). The SOPs have detailed QA/QC procedures that will be<br />

adhered to when conducting any ERP related work on the base. A UFP QAPP will be finalized for the<br />

Work Plan once a laboratory has been selected for the work contained within this document.<br />

3.3 Field Activities<br />

Field activities associated with this BFF Groundwater Work Plan include geophysical investigations, soil<br />

borings/drilling activities, soil sampling, groundwater monitoring well installation, well development,<br />

water level and LNAPL measurements, and groundwater sampling. Specific activities are defined below.<br />

3.3.1 Surficial Geophysical Investigation<br />

A combination of both surficial seismic and electrical techniques will be used to conduct this<br />

investigatory work. The rationale for surficial geophysical investigations is to attempt to map the extent of<br />

contamination as well as to determine the structure and nature of the underlying rock and soil materials<br />

that determine the LNAPL and soil vapor migration pathways. The ultimate goal of the geophysical<br />

investigations is to use the data to refine the CSM of the potential source location(s) and the extent of the<br />

LNAPL contamination, in order to optimize placement of borehole and monitoring well locations. This<br />

data is thus used maximize the efficiency of the overall drilling program by increasing confidence in each<br />

borehole location and depth. Proposed geophysical investigation locations are shown on Figure 3-1.<br />
