12. EMERGENCY RESPONSE PLAN<br />

There are numerous emergency services nearby in the civilian community. This plan describes response<br />

activities as they apply to Kirtland AFB. Site-specific response procedures, if any different, will be<br />

discussed in the SHSP. Certain information will always be repeated in every SHSP to ensure that the<br />

information is readily available and “on top.” For example, every SHSP will have a table that lists all the<br />

emergency contact numbers and the map to the nearest medical facilities.<br />

12.1 Responsibilities<br />

The Project Superintendent or PM, is the primary emergency coordinator for the project. In the absence of<br />

either or both the Project Superintendent and the PM, the SHSS is the emergency coordinator. The<br />

emergency coordinator will take charge and determine, direct and delegate personnel and resources to<br />

manage the emergency. Key responsibilities of the emergency coordinator are to:<br />

Initiate evacuation, if needed.<br />

Initiate emergency response agency notification.<br />

Evaluate and assess emergency situation to insure that response activities are commensurate<br />

with the level of the emergency and as discussed in this plan are implemented.<br />

Interface and coordinate with outside agencies responding to onsite emergencies.<br />

12.2 Communications<br />

Personnel shall maintain verbal communication with each other. The following communications systems<br />

will be available during site activities:<br />

Cellular telephone or access to a land phone for emergency purposes.<br />

Hand held radios, as needed.<br />

Compressed air horn (signals emergency evacuation only) at the site.<br />

Hand signals, if used, will be diagrammed and posted.<br />

Posted location of evacuation assembly area(s).<br />

Posted route to the nearest hospital for the project site.<br />

Posted emergency phone numbers.<br />

12.3 Accident/Incident Report<br />

After the emergency event is over or during the course of the emergency when possible, the SHSS will<br />

notify the Safety Professional by telephone. Should an accident or incident occur, the Project<br />

Superintendent or PM and the SHSS will immediately investigate the cause, notify the Safety<br />

Professional, and promptly complete any contractually-required incident report and investigation forms.<br />
