12.5.3 Medical Emergency<br />

In the event of a medical emergency when actual or suspected serious injury occurs, the following<br />

procedures shall be implemented:<br />

12.5.4 Fatal Injury<br />

Survey scene and evaluate whether the area is safe for entry.<br />

Remove the exposed or injured person(s) from immediate danger.<br />

Render first aid if necessary. Decontaminate affected personnel after critical first aid is<br />

given.<br />

Obtain paramedic services or ambulance transport to local hospital. This procedure shall be<br />

followed even if there is no visible injury.<br />

Call 911 from phones on Kirtland AFB. Call 853-9111 from cell phones.<br />

Identify location by number of nearest building, request medical assistance, provide name<br />

and telephone number.<br />

Request assistance from emergency medical service and/or additional assistance.<br />

Other personnel in the work area shall be evacuated to a safe distance until the Project<br />

Superintendent determines that it is safe for work to resume. If there is any doubt regarding<br />

the condition of the area, work shall not commence until all hazard control issues are<br />

resolved.<br />

Notify Kirtland AFB RPM, PM, and Safety Professional of incident and fill out accident<br />

reporting forms and associated documents, per contractual requirements.<br />

If a fatal injury occurs, the following additional steps will be followed:<br />

Notify the Project Superintendent immediately.<br />

Notify Safety Professional who will initiate contact with OSHA and other appropriate<br />

agencies.<br />

Notify Kirtland AFB RPM and PM<br />

All work activities on the project must be stopped on the project for 24 hours.<br />

12.6 Decontamination During Medical Emergencies<br />

Any personnel requiring emergency medical attention shall be evacuated immediately from exclusion and<br />

contamination-reduction zones. Personnel shall not enter the area to attempt a rescue if their own lives<br />

would be threatened. The decision whether or not to decontaminate a victim prior to evacuation is based<br />

on the type and severity of the illness or injury and the nature of the contaminant.<br />
