29-5.C.(4) Educational Residential Facilities *(a)Educational Residential Facilities shall not be subject to therequirements of Section 29-5.C.5.c(3) *d. New Construction(1) The Commission may approve, as part of the Adaptive Use Special Permit,new construction not to exceed ten percent of the total gross floor area ofaffected structures.(2) New construction shall only be allowed where it is found that suchconstruction shall be necessary to comply with state or local building, fire,safety or health codes, or to improve circulation throughout the building.(3) New construction shall respect the existing height, bulk, scale and style ofarchitecture which exists. Materials used shall be of a similar color, scale,texture and style as that which exists.(4) Basement space shall not be utilized for Adaptive Use purposes nor shalltheir area be counted within the ten percent of the total gross floor area ofnew construction allowed under 29-5.C.5.d.(1) above.e. Preservation and/or Restoration(1) A structure which is eligible for Adaptive Use may be preserved if evidenceshall be presented which clearly demonstrates that existing conditions areunsafe and that replacement of materials shall be required.(2) Preservation of a structure shall be limited to the replacement of damaged orunsafe architectural or structural elements. Wherever possible, existingmaterials shall be preserved.(3) A structure shall not be altered in character, shape, size, square footage orgeneral appearance. New materials shall match replaced materials in color,texture, scale and general appearance.(4) New construction beyond the level of preservation shall be limited by therequirements of 29-5.C.5.(d).f. Landscape Treatment: The following shall be required, in addition to therequirements of 29-8.C.(1) As part of the Adaptive Use review, the Commission shall take care toensure that no site elements of noteworthy or historical value such as stonewalls, outstanding vegetation or other similar site features shall be damaged,removed or altered significantly.91
