29-4.D.3. Structural Safety: Towers shall meet all applicable building coderequirements. Towers shall, when possible, not be sited in FloodPlain Zones or Special Flood Hazard Areas. Towers will be builtwhere their Fall Zone will not encompass a residential structure.4. Electromagnetic Safety: Emissions from any facility shall meet FCCguidelines and any other applicable Federal, State and localguidelines.5. Environmental Degradation:a. A detailed description of technical alternatives for anyproposed Tower and their environmental impacts andmitigation measures shall be submitted. In particular, theshared use of existing Towers is encouraged, and applicantshall be required to demonstrate why such sharing, includingthe use of smaller than normal vertical Antenna separationsand RF Antenna combining systems, cannot provideAdequate Coverage.b. Towers shall be sited to avoid affecting rare or endangeredflora and fauna in areas shown on the Connecticut DEP andFederal Listed Species and Natural Communities Map.When possible, Towers shall be sited outside of the fall zonefrom any regulated inland wetland area. All new Towersshall be of a monopole design unless adequate engineeringreasons acceptable to the Commission justify an alternativetype of construction. The use of triangular platforms at thetop of these Towers is particularly discouraged. Applicantshall be required to demonstrate why Antennas wrappedclosely (less than 2 feet diameter) around the Towers usingpolarized signal transmission and detection cannot meet theApplicant’s needs for Adequate Coverage. The Commissionshall require significant additional RF performancejustification when the only solution proposed consists of oneor more large (more than 5 feet on a side) triangularplatforms mounted on a Tower.c. In order to ensure public safety, the minimum distance fromthe base of any new proposed ground-mounted RegulatedFacility to any property line, road, habitable dwelling on or offthe proposed site, business or institutional use, or publicrecreational area shall be 1.25 times the height of the38
