29-9.E.b. In approving lighting, the Commission may limit the intensity of lighting andthe hours of its use where determined necessary to protect adjacentproperty.c. No lighting shall be located within five feet of any property lines.d. Lamp posts shall be the minimum height necessary to provide adequateillumination, but in no case shall they exceed a height of 30 feet.e. Light intensity at ground level shall be an average of two and one-half footcandles.*f. For properties subject to site plan review, walkways shall be adequatelylighted; the use of bollard lighting for such purpose is encouraged.g. Except for residences, no outdoor lighting shall be permitted between thehours of 11:00 PM and 6:00 AM except safety lights approved by theCommission which shall comply with all other requirements of this section.h. Emission of light from buildings shall be considered in the same manner asexterior lighting of the premises, and shall be calculated, documented andsubmitted to the Commission for its approval when Site Plan or otherapproval shall be sought. The Commission may require controls on suchlights by recessing lights into ceilings; reducing the number, amount andintensity; requiring shielding or enclosure; requiring certain type of color ofwindow glass, shades or the recessing of the windows; or requiring timecontrols.i. Deliberately induced sky-reflected glare, such as caused by casting a beamupward for advertising purposes, shall be prohibited.3. Continuing Jurisdiction: Light readings shall be duly taken, documented, plotted andsubmitted by an owner in instances where required by the Commission, to insurethat any lighting is adequate and comfortable and does not cause problems of glareor hazards. In the judgment of the Commission, whenever such glare or hazardshall become evident, the approved lighting plan may be reviewed and amended bythe Commission to alleviate such problem.F. DEVELOPMENT IN FLOODPLAIN AREAS1. Purpose: To promote the health, safety and general welfare within the Townthrough the regulation of development in flood-prone areas to secure safetyfrom flood and prevent property damage and losses.2. Regulated Area: These Regulations shall apply to all properties locatedwithin the 100- year floodplain, more specifically defined as the Special FloodHazard Areas identified by the Federal Emergency Management Agency166
