The indoor common areas shall be convenientlyaccessible to all residents of the facility and shall be of such quality and dimensionthat the space shall be readily usable by the residents of the facility.l. Landscaping: In addition to the requirements of Section 29-8.C, assisted livingfacilities shall require additional landscaping to reduce the visual impact of largebuildings from adjoining uses and activities so that the site will harmonize with andpreserve the appearance of the surrounding area. Security fencing may be requiredto be landscaped on both sides.m. Utilities: All assisted living facilities shall be served by public sewer, public watersupply and fire hydrants to the specifications of the Fire Marshal. All electric,telephone and other cable-supplied services shall be installed underground.n. Affordable Housing Units: A minimum of 20% of the total number of units shall beaffordable housing units and shall conform to the requirements of 29-5.B.10.o. Transportation: A transportation plan to reduce the impact of staff traffic shall beprovided and shall discuss how mass transit alternatives have been considered indeveloping a transportation plan for the facility.7. Special Eventsa. Temporary Permits: Upon written application by the sponsor, the Town Planner mayissue a temporary permit for the use of property in all zoning districts for carnivals,fairs, bazaars, antique shows, tent sales and similar activities on a temporary basisonly. If granted, a temporary permit shall be valid for a specified period not toexceed ten consecutive days. No more than two such permits shall be issued forthe same applicant for the same property within any twelve-month period. TheTown Planner, at his/her discretion may refer the application to The Commission,who may hold a public information meeting on any request for a temporary permit.*b. Location: Special Events shall be permitted only on properties within anonresidential district or on properties in a residential district which front on anarterial or collector road, as shown on the Transportation Plan in the Town Plan ofConservation and Development, or have direct access to such a road withoutrequiring traffic to pass through local residential streets.c. Off-street parking: Adequate off-street parking facilities shall be provided for anypermitted special event. The amount of such parking shall be based upon thenature and scope of activity and facilities proposed.61
