29-1129-11 SITE PLANSA. SITE PLAN REQUIREMENTS AND PROCEDURES1. Background and Purposes: The Site Plan approval process is intended to assurethat all aspects of industrial, commercial and multi-family residential development inthe Town, as well as other specialized uses, comply with the standards andspecifications of these Regulations and that adequate provision is made in suchdevelopments for vehicular and pedestrian access and circulation, parking,landscaping, buffers, signage, lighting, drainage, utilities, and other aspects of theproposed development and use of the land.2. Authority: Site Plan approval shall be obtained from the Commission prior to theestablishment, expansion or change of any use of land and/or structure whichrequires a Special Permit. Such Site Plan approval shall be obtained concurrentwith or subsequent to the granting of the Special Permit. Site Plan approval shall beobtained from the Commission prior to the establishment, expansion or change ofany use of land and/or structure which is permitted by right and requires Site Planapproval. Such Site Plan approval shall be obtained prior to the issuance of aBuilding Permit, including a permit for a building foundation.3. Pre-Application Procedures:a. Pre-Application Conference: Prior to submission of a formal Site Planapplication, the applicant may meet with Town staff to discuss the applicationrequirements and review preapplication plans.b. Pre-Application Plan: A preapplication plan may be submitted to theCommission and/or to Town staff for the purpose of preliminary discussion.Any comments or suggestions on the preapplication plan by the Commissionor Town staff shall not be construed as a form of approval and shall not bebinding upon the Commission should a subsequent application for the site beofficially filed.4. Application Procedurea. All applications for Site Plan approval shall be submitted in writing to, and ina form prescribed by, the Commission. The Commission shall adoptadministrative procedures therefor, including but not limited to applicationforms, map submission requirements, number of copies and filing deadlines.Failure to comply with the application submission requirements of theseRegulations and the Commission's adopted administrative procedures shallbe grounds for the Commission to deny such application.b. Upon written request by the applicant, the Commission may waive or modifyone or more of the map submission requirements of the Site Plan applicationif the proposed improvement or development shall not affect existing parking,186
