Specifications by a Connecticut Licensed Engineer to certifythat the pole or Tower can sustain winds based on thecurrent building code standards of the State of Connecticut.6. Other Special Permit/Use Requirement. The following reports andrequirements shall be addressed as part of the Special Permitapplication for new Tower locations.a. Report on Adequate Coverage, Adequate Capacity andJustification of Need for Ground Mounted Tower. A writtenreport prepared by an RF engineer shall address thefollowing:1. General Requirements and Standards:a. A description of the service area for eachcommunication system on the Tower includinga map showing the location of the plannedfacility and the extent of the proposed servicearea.b. A statement setting forth the rationale andjustification for the proposed Antenna or Towerin the proposed location, and why brief uses ofroaming to other Licensed Carriers systemswill not adequately fill coverage gaps.c. A statement of the signal strength serviceobjectives for each proposed wireless serviceon the Tower.d. An analysis for each proposed usedemonstrating that the proposed location willprovide the required level of service and thatother potential Co-Location sites in the servicearea will not provide Adequate Coverage.e.
