29-6.C.consisting of an all-weather material, shall be extended to adjoining propertylines and shall be provided wherever a commercial parking lot abuts a similarfacility.b. Norwalk River Greenway Trail – The Commission may increase the maximumallowable floor area ratio of a site by a factor of .10 if an applicant elects to grant theTown of Wilton necessary easements for access to the future Norwalk RiverGreenway Trail. Such arrangement is subject to compliance with the followingprovisions:(1) Only parcels located adjacent to the Norwalk River shall be eligible for suchallowance.(2) The property owner shall provide a perpetual access easement in favor ofthe Town of Wilton. Said easement shall be situated from the west bank ofthe Norwalk River for a minimum distance of fifteen (15) feet and shall runparallel to the river for the entire length of the property.(3) Where such improvement would provide a public benefit, the Commissionmay require the property owner to provide connecting access easementsbetween the trail and existing public roadways or publicly owned land. Sucheasement shall be a minimum of fifteen (15) feet in width and shall be sitedin such location as not to conflict with vehicular traffic.(4) The property owner shall be responsible for the construction of the trail ontheir land. Said trail shall be developed in accordance with direction andspecifications provided by the Commission.8. Municipal Parking Facilities – Wilton Center District: *Purpose: The Commission has instituted the following regulation in anticipation of the futuredevelopment of municipal parking facilities in Wilton Center. The Commission recognizes theunique land assemblage and compact environment of the downtown and acknowledges thedesirability of consolidating parking areas in a fashion as to maximize the efficiency of suchfacilities. In meeting this goal, the Commission has established provisions to encourage municipaloversight and maintenance of privately owned parking facilities where it is evident that sucharrangement will serve the general public interest. The Commission may, in certain instances,waive on-site parking requirements if such need can be reasonably served by an existing off-streetmunicipal parking facility.Applicability: The provisions contained within this section are limited to properties located withinWilton Center.Provision and Requirements:a. Dedication of private property for Municipal ParkingThe provisions and requirements for the dedication of property to the Town ofWilton for municipal parking purposes are as follows:116
