29-9.Fstructures placed on a site for 180 consecutive days or longer shall beanchored down and elevated to or above the base flood elevation.24. SPECIAL FLOOD HAZARD AREA (SFHA): The land in the floodplainwithin a community subject to a one (1) percent or greater chance offlooding in any given year. SFHAs are determined utilizing the baseflood elevations (BFE) provided on the flood profiles in the FloodInsurance Study (FIS) for a community. BFEs provided on FloodInsurance Rate Map (FIRM) are only approximate (rounded up ordown) and should be verified with the BFEs published in the FIS for aspecific location. SFHAs include, but are not necessarily limited to,the land shown as Zones A and AE on a FIRM. The SFHA is alsocalled the Area of Special Flood Hazard.25. START <strong>OF</strong> CONSTRUCTION: For other than new construction orsubstantial improvements under the Coastal Barrier Resources Act(P.L. 97-348), includes substantial improvement and means the datethe building permit was issued, provided the actual start ofconstruction, repair, reconstruction, rehabilitation, addition placement,substantial improvement or other improvement was within onehundred and eighty (180) days of the permit date. The actual startmeans either the first placement of permanent construction of astructure on a site, such as the pouring of slab or footings, theinstallation of piles, the construction of columns, or any work beyondthe stage of excavation, or the placement of a manufactured home ona foundation. Permanent construction does not include landpreparation, such as clearing, grading and filling; nor does it includethe installation of streets and/or walkways; nor does it includeexcavation for a basement, footings, piers, or foundations or theerections of temporary forms; nor does it include the installation onthe property of accessory buildings, such as garages or sheds notoccupied as dwelling units or not part of the main structure. For asubstantial improvement, the actual start of construction means thefirst alteration of any wall, ceiling, floor, or other structural part of abuilding, whether or not that alteration affects the external dimensionsof the building.26. SUBSTANTIAL DAMAGE: Damage of any origin sustained by astructure, whereby the cost of restoring the structure to its predamagedcondition would equal or exceed 50 percent of the marketvalue of the structure before the damaged occurred.27. SUBSTANTIAL IMPROVEMENT: Any combination of repairs,reconstruction, rehabilitation, alterations, additions or otherimprovements to a structure, taking place in a ten year period in whichthe cumulative cost equals or exceeds 50% of the market value of thestructure. This term includes structures that have incurred“substantial damage”, regardless of the actual repair work performed.For purposes of this definition, “substantial improvement” is171
