29-4.D.appropriate findings of fact and rendering an informed recommendation.The findings and recommendations of the Commission shall be forwarded tothe applicant and the Siting Council for appropriate consideration within 60days from the date of pre-filing with the Town of Wilton Planning and ZoningCommission.An applicant may, at its discretion, choose to meet with the Commission on apreliminary basis prior to pre-filing its application with the Town of Wilton. Thepurpose of such meeting is to share information and identify areas of mutualinterest or concern prior to conducting formal proceedings.(4.) Uses Requiring a Special Permit. Any of the following uses which do notfall under the Exclusive Jurisdiction of the Connecticut State Siting Councilshall be allowed in all zoning districts subject to the approval of a specialpermit by the Commission. Pursuant to Section 29-10 of the ZoningRegulations, any use regulated by special permit shall also require theapproval of a site plan by the Commission:a. Any regulated facility that does not quality as a Permitted Use as setforth in Section 29-4.D.3.(1.) above.b. All proposed Ground Mounted Towers.c. A Regulated Facility proposed on any existing structure.d. A Regulated Facility intended for the purpose of Police, Fire,Ambulance and other Emergency Dispatch.e. Antenna(s) located on any electric transmission and distributionTower, telephone pole or similar existing utility structure, provided suchAntenna(s) does not extend more than 20 feet above the highestElevation of the existing structure. No increase in height shall bepermitted on a utility structure located within any historic districtdesignated by either the Town or the State or within 150 feet of thepavement of any Town road or State highway designated as a TownScenic Road or State Scenic Highway or within 150 feet of anySignificant Ridgeline or Scenic View area as designated in the WiltonPlan of Conservation and Development.f. Antenna(s), either on the roof or side mounted, provided that suchantenna(e), once installed, shall not project more than ten feet abovethe building or height limit of the zoning district within which the facility34
