Floor Area Ratio (FAR) Incentive – Wilton Center District: *Purpose: The following regulation is adopted to promote a safe, flexible and efficient network ofparking in the downtown and facilitate the establishment of interconnecting pedestrian walkwaysthroughout Wilton Center. In pursuing this goal, the Town of Wilton has established developmentincentives available to commercial property owners who voluntarily participate in a shared “Parkand Walk” program. Development incentives are also available to property owners who provide ameans of public access to the future Norwalk River Greenway Trail.Applicability: The provisions contained within this section are limited to properties located withinWilton Center.Provision and Requirements:a. Park and Walk Program – The Commission may increase the maximum allowablefloor area ratio of a development by a factor of .10 if an applicant voluntarily agreesto allow the use of parking spaces in excess of those required by the zoningregulations for public parking. Such arrangement shall be substantially incompliance with the following provisions:(1) Submittal and approval of a site development plan clearly detailing the limitsof all parking fields. Plans shall provide information with respect to allapplicable design requirements; including but not limited to landscaping,screening and lighting.(2) All applications shall include a parking study prepared by a licensed engineerwith expertise in traffic engineering, detailing peak parking demand andenumerating availability of excess parking. Said study shall provide adetailed investigation of the type and arrangement of use(s) as well as ananalysis of applicable parking requirements based on the square footage ofplanned use(s).(3) The Commission shall determine the minimum amount of acceptable parkingavailable to the general public.(4) The Commission shall require and approve the location of on-site directionaland instructional signs; signage which shall be installed at owner’s expense.(5) No overnight public parking shall be permitted between the hours of 11:00P.M. to 6:00 A.M. This provision shall not apply to occupants of a site.(6) No sign shall be erected which restricts parking to any particular individual ortenant.(7) At the discretion of the property owner, parking may be restricted to a periodof not more than two (2) hours.(8) Where practical and in keeping with the existing appearance of theneighborhood, vehicular and pedestrian access aisles and walkways,115
