29-4.D.n. Ground-mounted, roof-mounted or side-mounted equipment forRegulated Facilities shall be consistent with the noise standards asstated in the Town of Wilton Noise Ordinance.(6.) General Standards and Requirements - Ground Mounted Tower Special Permit:a. Where a ground-mounted Tower is proposed, the applicant shall have theburden of proving that there are no feasible and available existingstructures upon which to locate a Tower or Antenna as an alternative tothe proposed ground-mounted Tower, proving there are no other sharingmeans available, and there are no other locations in a non-residentialzoning district. If 50% or more of the service area of a site is in anothermunicipality, additional justification is required as to why the site chosenfor the Tower is in Wilton.1. If the applicant demonstrates that it is not feasible to locate analternative Tower or Antenna on an existing structure, the groundmountedTower shall be designed to be Camouflaged and/orStealth technology employed to the greatest extent possible,including but not limited to the use of compatible building materialsand colors, screening, landscaping, and placement within trees.2. In all cases where the Commission determines that an expert/peerreview of the applicant's application, service area, Tower sharing,alternative location or other technical issues is reasonablywarranted, the applicant shall be required to reimburse the Townfor the cost of performing such expert/peer review.b. Towers shall be located to minimize adverse impacts upon:1. Historic Districts, Historic Buildings, Scenic Ridgelines, ScenicViews and Scenic Roadways: Where possible, Towers shall besited to have the least detrimental visual impact to designatedscenic roads, historic districts, scenic ridgelines, scenic views,areas within National Historic Districts within the Town, propertieslisted in the State or Federal Register of Historic Places, anddesignated historic overlay zones in the Town's Building ZoneRegulations.2. Minimize Impacts on Residential Property Values: To the greatestextent possible, the applicant must demonstrate that the Towershall be sited so as to minimize visibility from residential propertiesand minimize adverse impact on residential properties.37
