29-9.Fe. A copy of all necessary federal or state permits for the project.*5. Applicability: The provisions of this section shall apply to all newconstruction and substantial improvements within the 100-year floodplain(special flood hazard area). Substantial improvement shall include anycombination of repairs, reconstruction, rehabilitation, alterations, additionsor other improvements to a structure, taking place during a ten yearperiod, in which the cumulative cost equals or exceeds 50% of the marketvalue of the structure as determined at the beginning of such ten yearperiod, either before the improvement or repair is started or, if thestructure has been damaged, before the damaged has occurred. Thisincludes structures that have incurred “substantial damage”, regardless ofthe actual repair work performed. For purposes of this definition,“substantial improvement” is considered to occur when the first alterationof any wall, ceiling, floor, or other structural part of the buildingcommences, whether or not that alteration affects the external dimensionsof the structure. The term does not, however, include either: (1) Anyproject for improvement of a structure to correct existing violations of stateor local health, sanitary, or safety code specifications which have beenidentified by the local code enforcement official and which are theminimum necessary to assure safe living conditions; or (2) Any alterationof a “historic” structure, provided that the alteration will not preclude thestructure’s continued designation as a “historic structure”.*6. Records: The Commission shall maintain for public inspection all recordspertaining to the provisions of these Regulations, including but not limited to:a. Lowest floor elevations, in relation to mean sea level, for all new orsubstantially improved structures.b. Floodproofing certifications.c. Variances.7. Flood Protection Requirements: In all regulated areas, Flood Zone A(unnumbered) and Flood Zone AE (numbered), the following provisions shallapply*:a. Residential construction: All new construction and substantialimprovement of residential structures shall have the lowest floor,including basement, elevated to or above the base flood elevation.b. Manufactured homes and recreational vehicles: All manufacturedhomes to be newly placed, undergoing a substantial improvement orrepaired as a result of substantial damage, shall be elevated so thatthe bottom of the lowest floor is at or above the base flood elevation(BFE). The manufactured home must also meet all the constructionstandards per Section 29-9 F.7. This includes manufacturedhome(s) located outside a manufactured home park or subdivision, in173
