European CommissionOccasional Paper 60, Volume IIn addition to these recommendations whose overarching aim is to consolidate policy convergenceand joint migration management in the Euro-Arab Mediterranean region, the paper stronglyadvocates the concretization and contextualization of the Global Migration Approach withrespect to the Arab Mediterranean region through the following tangible measures: initiatingbilateral and regional consultative processes (RCPs) in the Euro-Arab Mediterranean contexttackling the potential launching and implemention of mobility partnerships and circular migrationschemes. These consultative processes should identify concrete and specific collaboration steps,namely under which circumstances mobility partnerships could be launched, how to solve policydivergences hampering such initiatives, and how these partnerships could reflect an integrativemigration approach taking into account all categories of migrants. These processes should alsodefine parties’ interests and expectations with a view to forging a transparent dialogue on migrationin the Euro-Arab Mediterranean region.200
