4.3.8 Public Traffic Management<br />

During construction it will be necessary to undertake temporary traffic management measures<br />

to create space within which the contractor can safely undertake the construction works. As<br />

discussed in Section 4.3.3, the nature of the construction activities including the phasing,<br />

duration and extent of road closures is a balance between efficiency of construction and<br />

minimising the impact on local residents and road users. Therefore construction periods and<br />

working hours will vary at various times throughout the duration of the Contract.<br />

During the construction phase, the contractor will be required to maintain three-lanes of traffic<br />

in each direction along the N7 together, with a bus lane on the N7 westbound carriageway as<br />

far as the Belgard Road junction. The existing junction can accommodate left and right<br />

turning, and straight through movements at the junction. The contractor will have to<br />

accommodate all of these movements in the temporary traffic management system at suitable<br />

positions along the length of the scheme.<br />

Some temporary closures may be required during the off-peak periods, in which case traffic<br />

diversions, and at times contra flows, will be required to facilitate construction activities. It is<br />

anticipated that the installation of any precast or fabricated beams for the bridge structure will<br />

necessitate a number of night time possessions as described in Section 4.3. 3 above.<br />

Pedestrian and cycle traffic will be accommodated at all times through the junction.<br />

The procedures for the temporary closure of a road will be in accordance with those specified<br />

in Section 75 of the Roads Act 1993 and all diversion routes will be appropriately signed and<br />

notified in advance via media reporting. The contract documents will clearly state the<br />

responsibilities of the contractor in respect to traffic management. In particular, the documents<br />

will specify maximum limits for the extent and duration of road and lane closures, ongoing<br />

diversions and advance notice required before implementing and changing the traffic<br />

management measures. During the construction phase the contractor will be required to<br />

arrange specific approval of the detailed traffic management proposals with the relevant local<br />

authority and emergency services, and to advertise the diversion routes and construction<br />

measures.<br />

4.3.9 General Construction Methods<br />

Earthworks<br />

Construction of the road approach embankments to the bridge structure spanning the R113<br />

Belgard Road constitutes the major earthworks activity on this project. The embankments will<br />

be approximately 9m high where the embankment interfaces with the bridge.<br />

Topsoil and subsoil will be excavated and replaced with road construction. Materials will be<br />

transported to and from site using the existing road network. Excavation and filling will be<br />

carried out using mechanical plant. The embankments will be constructed using a combination<br />

of suitable excavated material from the site and imported fill material. The fill material will be<br />

compacted using static and vibrating rollers or similar equipment. The embankments will be<br />

constructed using either reinforced soil or reinforced concrete retaining walls with a specified<br />

range of acceptable finishes to the exposed faces of the embankments. The requirements for<br />

the aesthetic appearance of the embankments will be specified in the contract documents.<br />

Pavement Works<br />

Bituminous paving will be undertaken throughout the extent of the scheme. Bitumen<br />

macadam and asphalt are generally described as blacktop.<br />

The blacktop surface on the existing N7, Fonthill Road South and Belgard Road will be<br />

planed off or excavated and removed from site for recycling.<br />
