13. COMMUNITY AND MATERIAL ASSETS<br />

13.1 Introduction<br />

A new interchange is proposed for the <strong>Newlands</strong> <strong>Cross</strong> junction in Clondalkin. The existing<br />

signalised junction is the cause of much delay to traffic on the N7 Naas Road and on the<br />

Belgard / Fonthill Road (R113). Delays also affect cyclists and pedestrians, although<br />

severance is limited by the small amount of residential housing and the absence of many<br />

community facilities south of the N7.<br />

Improvements to the Red Cow Interchange between the N7 and M50 are currently underway.<br />

Additional lanes are also in the process of being added to the M50. The proposed <strong>Newlands</strong><br />

interchange will complement these developments by reducing delay and congestion in the<br />

area.<br />

Improved journey times will benefit businesses and people living and working in South<br />

Dublin. Journey amenity will also improve. This chapter examines journey patterns and<br />

identifies amenities in the area, including that of <strong>Newlands</strong> Golf Club. It considers the extent<br />

to which the community will be affected by the proposed interchange.<br />

13.2 Community<br />

13.2.1 Objectives and Methodology<br />

The purpose of the Community Assessment is to identify the potential impacts on local people<br />

and businesses in the vicinity of the proposed interchange.<br />

The assessment of the impacts of the proposed interchange, the With Scheme Scenario, is<br />

compared with that of the Do-Minimum (without) Scenario. It is important to understand that<br />

Do-Minimum does not exclude other confirmed or proposed developments going ahead and<br />

impacts of the scheme itself will be incremental to these.<br />

Relevant information consulted in the preparation of this report has included:<br />

• Demographic data currently published based on the 2006 Census together with<br />

comparison with more detailed data from the 2002 Census;<br />

• Drawings and photographs of the proposed interchange provided by ARUP;<br />

• Temporary construction diversion lay-out provided by ARUP.<br />

• Dublin street map and Ordnance Survey 1:50,000 map No. 50;<br />

• A review of secondary sources such as the South Dublin County Council Development<br />

Plan;<br />

• A count of pedestrians and cyclists at peak traffic and off-peak times.<br />

The community assessment of the road has been undertaken broadly in line with guidelines<br />

provided by the EPA Advice Notes on Current Practice in the Preparation of Environmental<br />

Impact Statements (2003), EPA Guidelines on the Information to be contained in<br />

Environmental Impact Statements (2002) and the NRA Environmental Impact Assessment of<br />

National Road Schemes - A Practical Guide (2006). In addition, reference is made to the<br />

guidelines provided on Community Effects in Part 8, Section 3 of the UK Design Manual for<br />

Roads and Bridges Volume 11 (DMRB) 1.<br />
