12.4 Predicted Impacts<br />

The nature of the following impacts is assessed with reference to the Glossary of Impacts<br />

provided in the Advice notes on Current Practices in the preparation of Environmental Impact<br />

Statements, EPA, 2003, Guidelines for the Assessment of Architectural Heritage Impact of<br />

National Road Schemes, NRA, 2006 and Guidelines for the Assessment of Archaeological<br />

Heritage Impact of National Road Schemes, NRA, 2006. Impact ratings and significance are<br />

detailed in Appendix A12.6. The predicted impacts detailed below are based on engineering<br />

details provided at this time.<br />

12.4.1 Architectural Merit<br />

12.4.1.1 Directly Impacted Properties/Structures of Architectural Heritage Merit<br />

No properties/structures of architectural heritage merit will be directly impacted by the<br />

proposed scheme.<br />

12.4.1.2 Indirectly Impacted Properties/Structures of Architectural Heritage Merit<br />

Two properties/structures of architectural heritage merit will be indirectly impacted by the<br />

proposed scheme due to either the traversing of their attendant grounds or by the removal in<br />

part or whole of their boundaries.<br />

Single-storey farm house / dwelling c.1860 in date (RPS Ref. 174, NIAH Reg. No. 11209071;<br />

Plate 11).<br />

The removal of the boundary walls and a portion of garden and altering the traditional access<br />

to the property will degrade the setting of the protected structure and constitutes a moderate<br />

negative impact. Although the existing boundary walls and gate are not contemporary with the<br />

house, their shape reflects the later turn of the century double bow front extension and<br />

represent a later phase in its development. As the structure is already derelict, the removal of<br />

access and the increased proximity of the N7 road is likely to further hasten its decline.<br />

The structure is currently unoccupied and in a poor state of repair, having been badly damaged<br />

by vandalism and fire. Much of the roof on the rear of the property is gone and there has been<br />

some collapse in the later extension to the east. The structure has suffered serious dilapidation<br />

since its inclusion in the Record of Protected Structures. Given these special circumstances,<br />

consideration should be given by the Planning Authority to the possibility of its removal from<br />

the Record of Protected Structures.<br />

Farm outbuilding c.1880 in date (RPS Ref. 172, NIAH Reg. No. 11209072; Plate 22).<br />

The proposed upgraded road will run immediately alongside the protected structure, causing a<br />

visual impact. It is also possible that the construction works and the proximity of traffic flow<br />

on the upgraded road may lead to a degradation of the setting of the structure. (Surveys in<br />

relation to noise and vibration are contained in Chapter 8).<br />

12.4.1.3 Directly Impacted Cultural Heritage Features<br />

Two roadside memorials lie in the path of the proposed upgrade works and as such will be<br />

directly impacted.<br />

The Veronica Guerin memorial lies within the landtake for the proposed upgrade works, at the<br />

junction of Boot Road and the N7 road, and will be directly impacted.<br />
