12.4.2 Archaeological Heritage<br />

12.4.2.1 Direct Impact on Recorded Archaeological Monuments<br />

The proposed route could potentially have a direct negative and profound impact on two<br />

recorded archaeological sites (site of), RMP DU021-014 (Gateway) and DU021-016 (Road).<br />

Both of these sites lie beneath the present N7 road and <strong>Newlands</strong> <strong>Cross</strong> junction, with the old<br />

road (DU021-016) extending through <strong>Newlands</strong> Golf Course. The RMP sites are each<br />

surrounded by archaeological constraint areas as indicated on Figure 12.1. All archaeological<br />

sites listed by the RMP are protected by the National Monuments legislation (1930–2004;<br />

Appendix A12.3).<br />

There are no visible upstanding remains associated with these RMP sites, as the current road<br />

network and <strong>Newlands</strong> <strong>Cross</strong> have previously truncated these sites. Landscaping associated<br />

with the present <strong>Newlands</strong> <strong>Cross</strong> Golf Club has also obscured any surface traces of the old<br />

road (DU021-016) and its exact location, where it runs through the former <strong>Newlands</strong><br />

Demesne.<br />

Archaeological monitoring of geo-technical test pits along the southern boundary of the<br />

current road in 2005 and 2006 (05E1099) included one test pit in the northeast corner of the<br />

golf course, within the archaeological constraint area for DU021-014. No features of<br />

archaeological potential were identified, although the probable remains of the late 19 th century<br />

gate lodge associated with <strong>Newlands</strong> Demesne were recorded.<br />

There remains a potential that the proposed upgrade works may identify subsurface features<br />

associated with RMP sites DU021-014 and DU021-016.<br />

12.4.2.2 Zones of Archaeological Potential<br />

Greenfield Areas<br />

The proposed route runs through a predominantly developed landscape, with few areas of<br />

greenfield remaining. While the majority of the proposed upgrade works follow the existing<br />

road network, they will incorporate existing grass verges and sections of the undisturbed<br />

greenfields adjacent to south and north of the road.<br />

Archaeological monitoring of geo-technical test pits along the southern boundary of the<br />

current road, both east and west of the junction, did not identify any features of archaeological<br />

potential.<br />

There remains a potential that undisturbed archaeological features are located in the areas not<br />

investigated during the recent archaeological monitoring.<br />

12.5 Mitigation Measures<br />

12.5.1 Architectural and Cultural Heritage<br />

The mitigation strategy outlined here specifically deals with properties/structures of<br />

architectural heritage merit that are directly or indirectly impacted by the proposed scheme<br />

and which are discussed in Sections 12.4 above. Recommendations are based on the<br />

architectural heritage merit of a structure or building, and whether this necessitates its<br />

preservation, either by avoidance or as a record of the past. Preliminary observations made by<br />

the Planning Department of South Dublin County Council with regard to the predicted<br />

impacts have been incorporated into the proposed mitigation. Consultation with the<br />

Architectural Advisory Unit of the Department of the Environment, Heritage and Local<br />

Government regarding the predicted impacts and proposed mitigation also took place.<br />
