A full year’s data from the Met Éireann weather station at Dublin Airport was used in<br />

modelling the interchange 12 .<br />

3.10.5.3 Index of Overall Change in Exposure<br />

A calculation of the index of overall change in exposure was carried out along the route<br />

corridor using the emission rates which are input into Breeze ROADS. The junction and link<br />

roads for the do-minimum (DM) scenario (without the proposed development) and the dosomething<br />

(DS) scenario (with the underpass or the overpass) were assessed. Emission rates<br />

are based on traffic composition, flow and speed.<br />

The NRA guidelines state that “a significant change can be considered to be an increase or<br />

decrease in traffic emissions of 10% or more”. Therefore, only the road sections which<br />

experience an increase or decrease of 10% in traffic emissions of NOX and PM10 were<br />

assessed (refer to Table 3.11). The NOX and PM10 emission factors for each of these links was<br />
