(v) erection of permanent noise barriers (both wayside and earthwork barriers) – those<br />

being constructed as part of the works to provide noise reduction for the operation of<br />

the motorway – as early as practicable in the construction process to provide<br />

additional protection against construction noise;<br />

(vi) regular maintenance of all equipment such that it continues to meet relevant national<br />

or international standards, directives and recommendations on noise and vibration<br />

emissions;<br />

(vii) operation of equipment, whatever practicable, in the mode of operation that minimises<br />

noise emissions;<br />

(viii) shutting down equipment which is in intermittent use in the intervening periods<br />

between work or throttling down to a minimum;<br />

(ix) prohibition of works vehicles waiting or queuing on the public highway, with engines<br />

running;<br />

(x) construction of temporary infrastructure laid to convey materials and personnel (such<br />

as haul roads) in a form which minimises the noise and vibration generated during its<br />

operation;<br />

(xi) where practicable, rotary drills and bursters actuated by hydraulic or electrical power<br />

shall be used for excavating hard material;<br />

(xii) handling all materials, particularly steelwork, in a manner which minimises noise.<br />

Measures to reduce noise may include, but are not to be limited to, storage of<br />

materials as far as possible away from noise sensitive receivers/receptors and use of<br />

resilient mats around steel handling areas, and;<br />

(xiii) all audible warning systems and alarms will be designed, where reasonably<br />

practicable, to minimise noise. Non-audible warning systems where practicable will<br />

be utilised in preference.<br />

3.9.5.4 Working Hours<br />

Normal working times will be 07:00 to 19:00hrs Monday to Saturday. Works other than the<br />

pumping out of excavations, security and emergency works will not be undertaken outside<br />

these working hours without the written permission of the Contracting Authority. This<br />

permission, if granted, can be withdrawn at any time should the working regulations be<br />

breached.<br />

Works other than the pumping out of excavations, security and emergency works will not be<br />

undertaken at night and on Sundays without the written permission of the Contracting<br />

Authority. Night is defined as 19:00 to 07:00hrs.<br />

When overtime and shift work is permitted the noise limits outlined in Table 3.5 will apply.<br />

3.9.5.5 Emergency Work<br />

The emergency work referred to above may include the replacement of warning lights, signs<br />

and other safety items on public roads, the repair of damaged fences, repair of water supplies<br />

and other services which have been interrupted, repair to any damaged temporary works and<br />

all repairs associated with working on public roads.<br />

3.9.6 Vibration<br />

3.9.6.1 Introduction<br />

This section deals with the potential for vibration during both construction and operational<br />

phases of the proposed development.<br />
