5.4 Other Committed Transport Schemes<br />

In order to assess the impact of the scheme, it is necessary to include all ‘other’ committed<br />

road proposals. Local committed schemes included in the model are the M50 <strong>Upgrade</strong> (N4 to<br />

N7 only) and Phases 1, 2 and 3 of the Dublin Outer Ring Road (DORR). Regarding other<br />

transport commitments, the DTO’s assumptions on road network and public transport<br />

improvements as in their AM Peak Strategic Model have been adopted. These reflect<br />

improvements associated with the DTO’s Platform for Change and the Government’s<br />

Transport 21 Strategy.<br />

5.5 Operation of Proposed <strong>Newlands</strong> <strong>Cross</strong> Junction<br />

5.5.1 Proposed road layout<br />

The scheme developed for <strong>Newlands</strong> <strong>Cross</strong> is based on a grade separated interchange – with a<br />

free flow N7 passing over an at-grade R113 / N7 slip roads junction. The R113 / N7 junction<br />

is to be signal controlled. The at-grade layout consists of two adjacent signal junctions, which<br />

will effectively operate as a single entity to ensure co-ordination of signal timings and hence<br />

movements through the junction.<br />

A signal control timings ‘plan’ has been devised for the proposed <strong>Newlands</strong> <strong>Cross</strong> junction.<br />

The junction layout and signal plan have been subject to an iterative design process in order to<br />

identify a robust scheme. In particular, the traffic signal operation has been designed to limit<br />

any queuing on slip roads or on the R113 link which crosses the N7 mainline.<br />

The proposed signal control operation is indicated in Figure 5.7.<br />

5.5.2 Proposed speed limits<br />

The speed limit on N7 Naas Road is to be 80 kph on both the western and eastern side of<br />

<strong>Newlands</strong> <strong>Cross</strong>.<br />

5.5.3 Bus Routes and Facilities<br />

Bus Routes: The existing bus routes provided by Dublin Bus on Naas Road, Belgard Road<br />

and Fonthill Road, and along the N7 Naas Road by Bus Eireann and private operators will<br />

continue to be able to travel through the revised junction layout.<br />

Proposed Bus Lanes: There will be bus lanes on approaches and exits from <strong>Newlands</strong> <strong>Cross</strong><br />

junction, in locations similar to the present provision (as shown in Figure 5.8):<br />

• A bus lane will run along the nearside of N7 Naas Road East westbound off-slip road, and<br />

across the <strong>Newlands</strong> <strong>Cross</strong> junction onto the beginning of the westbound on-slip, where it<br />

will merge with general traffic.<br />

• A service road which will be relatively clear of general traffic will be provided eastbound<br />

along N7 Naas Road East, with a cycle track also provided within the roadspace. The<br />

service lane at this location is also able to be used by other traffic turning in (left-in) and<br />

out (left-out) of entrances on Naas Road.<br />

• A bus lane will run along Naas Road West (eastbound) prior to reaching the junction, and<br />

will continue onto the eastbound off-slip road at Boot Road. The bus lane will terminate<br />

on the slip road as it approaches the junction with Fonthill Road / Belgard Road. although<br />

the bus lane is intermittent to allow for movements in and out of junctions (eg. Boot<br />

Road).<br />

• A bus lane will remain in place northbound on Belgard Road, continuing all the way<br />

across the <strong>Newlands</strong> cross junction to Fonthill Road – where the bus lane merges with<br />

general traffic lanes (northbound).<br />
