Here, the local fire department assists indraining a lake during a thunderstorm after the 45-year old CMP spillwaycollapsed.11.4.3 Removal of the inlet structure (tower or riser pipe) of a drop inletspillway conduitIf the existing spillway conduit can safely accommodate flowing water (e.g., it is ingood condition), it may be possible to provide a limited amount of reservoirdrawdown by carefully removing a section of the upper portion of the inlet structureand allowing the reservoir to drain out through the existing spillway. This method isbest suited for low hazard embankment dams with small diameter riser pipes. Toaccomplish this method, the riser is removed in stages. For example, a CMP riserpipe can be removed in sections using an abrasive “cutoff saw” or hydraulic shearsto cut vertical slots in the upper few inches of the riser followed by bending themetal wall downward. The reservoir should be allowed to drop to a safe level priorto removing additional sections of the riser.If the riser can be temporarily isolated from the reservoir with a portable cofferdam,a torch can be used to remove the upper portion of the riser. This procedure wasused to lower the pool of an embankment dam in Maryland by about 1.5 feet (figure153). Care must be taken when removing the inlet structure to ensure that thematerials being removed do not fall into and plug the spillway conduit, and debrisdoes not enter the conduit (figure 154).282
