5 THE INTERNATIONAL SYSTEM HUMANITARIAN RELIEFThe campaign had certain advantages that may not be present inother cases: a focus on a single weapon, an easy-<strong>to</strong>-grasp message, andhighly emotive content. The weapon itself was neither economicallyimportant nor militarily vital.
