F O R E W O R DThe Nature <strong>of</strong> This <strong>Study</strong>IntroductionIn consider<strong>in</strong>g <strong>the</strong> possibilities confront<strong>in</strong>g <strong>Aborig<strong>in</strong>al</strong> people <strong>in</strong> <strong>Canada</strong> today, it is tempt<strong>in</strong>gto employ Charles Dickens’s well-used words, “<strong>the</strong> best <strong>of</strong> times, <strong>the</strong> worst <strong>of</strong> times.” Thepositive aspects are clear <strong>in</strong> <strong>the</strong> grow<strong>in</strong>g sense <strong>of</strong> identity and pride among many <strong>Aborig<strong>in</strong>al</strong>people; <strong>the</strong> effectiveness <strong>of</strong> leadership cadres at <strong>the</strong> national level and <strong>in</strong> <strong>Aborig<strong>in</strong>al</strong> communitiesall across <strong>Canada</strong>; <strong>the</strong> successful negotiations <strong>of</strong> land-claims agreements; and <strong>the</strong><strong>in</strong>creas<strong>in</strong>g numbers <strong>of</strong> highly tra<strong>in</strong>ed young people.The problems are also clear: high unemployment and suicide rates, particularly among <strong>the</strong>young; widespread health issues; grow<strong>in</strong>g frustrations over protracted negotiations about landand o<strong>the</strong>r issues; low levels <strong>of</strong> education; and despair to be found amid an all-too-commonheritage <strong>of</strong> abuse.Given <strong>the</strong> paradox <strong>of</strong> “best and worst,” <strong>the</strong> future will depend largely upon <strong>the</strong> will<strong>in</strong>gness andcapacity <strong>of</strong> <strong>Aborig<strong>in</strong>al</strong> people to grasp <strong>the</strong>ir own economic dest<strong>in</strong>y. But what can that dest<strong>in</strong>ybe? What k<strong>in</strong>ds <strong>of</strong> economic alternatives are <strong>the</strong>re to be considered? Which k<strong>in</strong>ds <strong>of</strong> economicstructures best meet <strong>the</strong>ir needs? What comb<strong>in</strong>ations <strong>of</strong> economic <strong>in</strong>stitutions can best assure<strong>the</strong> susta<strong>in</strong>able economic development <strong>of</strong> <strong>the</strong>ir communities? How can <strong>the</strong>y create health andsocial organizations that serve <strong>the</strong>ir own unique needs? How will this generation <strong>of</strong> <strong>Aborig<strong>in</strong>al</strong>leaders make wise decisions about <strong>the</strong> large land-claims settlements, decisions that will shape<strong>the</strong> lives <strong>of</strong> generations as yet unborn?These k<strong>in</strong>ds <strong>of</strong> decisions are remarkably challeng<strong>in</strong>g. <strong>Aborig<strong>in</strong>al</strong> peoples and particularly <strong>the</strong>irleaders are fac<strong>in</strong>g a wide range <strong>of</strong> fundamental issues as <strong>the</strong>y seek to create <strong>the</strong>ir own future,economically, socially, and politically. They are mak<strong>in</strong>g decisions that will affect <strong>Aborig<strong>in</strong>al</strong>peoples <strong>for</strong> generations to come as <strong>the</strong>y seek to make <strong>the</strong> best possible use <strong>of</strong> any treaty funds<strong>the</strong>y receive; as <strong>the</strong>y seek to create susta<strong>in</strong>able communities; as <strong>the</strong>y search <strong>for</strong> ways to circulatef<strong>in</strong>ancial resources as frequently as possible with<strong>in</strong> <strong>the</strong>ir communities, ra<strong>the</strong>r than see itleaked away to bus<strong>in</strong>esses outside <strong>the</strong>ir communities; and as <strong>the</strong>y encourage new <strong>for</strong>ms <strong>of</strong>entrepreneurial activities.It is important, <strong>the</strong>re<strong>for</strong>e, that <strong>Aborig<strong>in</strong>al</strong> peoples have a full understand<strong>in</strong>g <strong>of</strong> all <strong>the</strong> possible~ 11
