2.0 INCREASING SELF-RELIANCE2.1 LANDS AND RESOURCESProgram Description Clients Partners <strong>Aborig<strong>in</strong>al</strong> Take-upEnvironmentalProtection andNatural ResourcesUnder <strong>the</strong> National Environmental Issues Project, <strong>the</strong> B.C. Region may provideassistance to <strong>the</strong> <strong>Aborig<strong>in</strong>al</strong> communities requir<strong>in</strong>g <strong>in</strong>tervention or assessmentperta<strong>in</strong><strong>in</strong>g to environmental issues.The B.C. Region, under <strong>the</strong> Environmental Issues Inventory and RemediationProgram, may provide fund<strong>in</strong>g to cover costs associated with conduct<strong>in</strong>g site<strong>in</strong>vestigations, assessments, <strong>in</strong>vestigations, and remediations perta<strong>in</strong><strong>in</strong>g tocontam<strong>in</strong>ation.First NationsOrganizations.The Indian Environmental Assistance Fund may provide fund<strong>in</strong>g to addressmajor environmental issues affect<strong>in</strong>g reserve land, air or water, or to allowparticipation <strong>in</strong> <strong>the</strong> preparatory stages <strong>of</strong>, or environmental assessmentprocesses <strong>for</strong>, activities <strong>of</strong>f-reserve.Land StewardshipTra<strong>in</strong><strong>in</strong>g InitiativeA prov<strong>in</strong>cially accredited Land Stewardship Management Certificate Program.This program is aimed at develop<strong>in</strong>g community level expertise related to an<strong>in</strong>tegrated and holistic approach to First Nations Land Stewardship.First Nations people.Currently, $375,000 hasbeen approved <strong>for</strong> thisproject.Lands DevolutionProgramDIAND’S Lands Devolution Program allows <strong>for</strong> First Nations to assumeresponsibility <strong>for</strong> <strong>the</strong> adm<strong>in</strong>istration and/or management <strong>of</strong> land activitiesthrough ei<strong>the</strong>r <strong>the</strong> Regional Land Management Program (RLAP) or throughdelegated authorities under sections 53 and 60 <strong>of</strong> <strong>the</strong> Indian Act.Fund<strong>in</strong>g <strong>for</strong> both RLAP and delegated authorities is calculated annually basedon <strong>the</strong> exist<strong>in</strong>g <strong>in</strong>terests <strong>in</strong> a Nation’s reserve lands. Fund<strong>in</strong>g allows <strong>the</strong> Nationto per<strong>for</strong>m land management activities as def<strong>in</strong>ed with<strong>in</strong> <strong>the</strong> terms andconditions <strong>of</strong> ei<strong>the</strong>r <strong>the</strong> RLAP program description or <strong>the</strong> applicable delegation<strong>in</strong>strument. The responsibilities associated with hav<strong>in</strong>g delegated authoritiesare greater than under RLAP so fund<strong>in</strong>g levels are higher.All First Nations canapply. However, <strong>the</strong>reare program criteriawhich must be met priorto enter<strong>in</strong>g <strong>the</strong> program.Resource AccessNegotiations (RAN)RAN fund<strong>in</strong>g assists First Nations to negotiate access to resources neededto pursue bus<strong>in</strong>ess and employment opportunities.Open to First Nationsorganizations pursu<strong>in</strong>gbus<strong>in</strong>ess venturesrelated to naturalresources.168 ~ M C P H A I L / A P P E N D I X B : T H E P O L I C Y E N V I R O N M E N T
