~ C O - O P E R A T I V E S A N D C O M M U N I T I E SFour ways <strong>in</strong> which government might choose to employ co-<strong>operatives</strong> as a means toachieve community development are:1) by foster<strong>in</strong>g <strong>the</strong> optimal function<strong>in</strong>g <strong>of</strong> <strong>the</strong> co-operative as a bus<strong>in</strong>ess organization;a co-operative is a vital <strong>for</strong>ce <strong>for</strong> community development when itfulfils its operational goals <strong>of</strong> good bus<strong>in</strong>ess management and member service,and its organizational function through a competent, well-<strong>in</strong><strong>for</strong>med board andactive membership;2) by support<strong>in</strong>g community development measures; a healthy co-operative is <strong>in</strong>an excellent position to support, and even <strong>in</strong>itiate, community developmentmeasures <strong>in</strong> addition to fulfill<strong>in</strong>g its bus<strong>in</strong>ess mandate;3) by support<strong>in</strong>g <strong>the</strong> development <strong>of</strong> new co-<strong>operatives</strong>; <strong>the</strong> challenge <strong>for</strong> co<strong>operatives</strong>is to better implement <strong>the</strong> pr<strong>in</strong>ciple <strong>of</strong> co-operation among co<strong>operatives</strong><strong>in</strong> order to provide necessary support services to nurture new co<strong>operatives</strong><strong>in</strong> new circumstances. It also challenges governments to establish aclimate where co-<strong>operatives</strong> can extend beyond <strong>the</strong>ir day-to-day commitmentsand effectively support new co-operative enterprises; and4) by establish<strong>in</strong>g development co-<strong>operatives</strong>—co-operative organizations thathave as <strong>the</strong>ir purpose <strong>the</strong> development <strong>of</strong> a community’s resources. 29The comments provided <strong>in</strong> <strong>the</strong> follow<strong>in</strong>g section will focus on <strong>the</strong> role <strong>of</strong> government <strong>in</strong>achiev<strong>in</strong>g po<strong>in</strong>ts two to four. It is assumed that if <strong>the</strong> government does a good job <strong>of</strong>po<strong>in</strong>ts two, three, and four, po<strong>in</strong>t one will be taken care <strong>of</strong>.Support <strong>for</strong> <strong>Co</strong>mmunity Economic Development MeasuresGovernment has a role to play, both <strong>in</strong> <strong>in</strong>itiat<strong>in</strong>g and <strong>in</strong> susta<strong>in</strong><strong>in</strong>g a process <strong>of</strong> communitydevelopment.Government’s Role <strong>in</strong> Initiat<strong>in</strong>g <strong>the</strong> <strong>Co</strong>mmunity Economic Development ProcessFrom both an organizational and legislative po<strong>in</strong>t <strong>of</strong> view, government can make clearthat it is critically important <strong>for</strong> members <strong>of</strong> <strong>the</strong> community to <strong>in</strong>crease <strong>the</strong>ir role <strong>in</strong>development. Through policies and programmes, government can be <strong>the</strong> stage setter, <strong>the</strong>enabler, and <strong>the</strong> sponsor <strong>of</strong> a process that would trans<strong>for</strong>m localities accord<strong>in</strong>g to <strong>the</strong>choice and determ<strong>in</strong>ation <strong>of</strong> <strong>the</strong> respective population.
