~ P R O V I N C I A L / T E R R I T O R I A L I N I T I A T I V E S• Grow Bonds allow people <strong>in</strong> rural communities to participate directly <strong>in</strong>streng<strong>the</strong>n<strong>in</strong>g <strong>the</strong>ir local economies and <strong>in</strong> creat<strong>in</strong>g job opportunities <strong>for</strong>young people. Grow Bonds br<strong>in</strong>g toge<strong>the</strong>r local <strong>in</strong>vestors and entrepreneurs<strong>in</strong> <strong>in</strong>itiatives such as manufactur<strong>in</strong>g, process<strong>in</strong>g, tourism, commercial water/gas distribution, export<strong>in</strong>g, and <strong>the</strong> provision <strong>of</strong> goods or services <strong>for</strong> <strong>the</strong>protection <strong>of</strong> <strong>the</strong> environment. Under provisions <strong>of</strong> <strong>the</strong> Rural DevelopmentBonds Act, communities plan and manage bond <strong>of</strong>fer<strong>in</strong>gs to raise capital thatis used to f<strong>in</strong>ance eligible new bus<strong>in</strong>ess opportunities and expansions.• Infrastructure Development programmes assist communities to improve sewer,water, and energy services, transportation access, waste disposal facilities, andtelecommunications specifically designed to service new or expand<strong>in</strong>g bus<strong>in</strong>esses.Economic development organizations and local government authoritiescan apply <strong>for</strong> assistance. Eligible projects are funded on a 50/50 match<strong>in</strong>g basis<strong>for</strong> on-site project costs to a maximum <strong>of</strong> $100,000, or $500,000 if <strong>the</strong> <strong>in</strong>frastructureimprovement provides a regional service. Infrastructure services mustbe publicly owned and ma<strong>in</strong>ta<strong>in</strong>ed.• The Small Bus<strong>in</strong>ess and <strong>Co</strong>-operative Development Branch supports <strong>the</strong><strong>Aborig<strong>in</strong>al</strong> Bus<strong>in</strong>ess Development Programme, which promotes entrepreneurshiptra<strong>in</strong><strong>in</strong>g, bus<strong>in</strong>ess <strong>in</strong><strong>for</strong>mation, sem<strong>in</strong>ars, and counsell<strong>in</strong>g to<strong>in</strong>dividuals and community organizations <strong>in</strong> <strong>the</strong> <strong>in</strong>terests <strong>of</strong> develop<strong>in</strong>g smallbus<strong>in</strong>ess and entrepreneurship. Access to bus<strong>in</strong>ess, <strong>in</strong><strong>for</strong>mation, services, andprogrammes is a ma<strong>in</strong> target. 41• Ota-Miska 1999–2000: The department also provides a web site <strong>for</strong> <strong>Aborig<strong>in</strong>al</strong>bus<strong>in</strong>ess <strong>in</strong><strong>for</strong>mation.• A three-year jo<strong>in</strong>t venture between <strong>the</strong> M<strong>in</strong>istry <strong>of</strong> Natural Resources and <strong>the</strong>First Nations allows <strong>for</strong> First Nations to capture 150 elk per year; <strong>the</strong>y areallowed to keep up to 250 head. The prov<strong>in</strong>ce will reta<strong>in</strong> an additional 200 elk,some <strong>of</strong> which will be sold to elk farmers.
