~ C A S E S T U D I E SOne <strong>of</strong> <strong>the</strong> organizations that co-operated with <strong>the</strong> Economic Development Tra<strong>in</strong><strong>in</strong>gProgramme was <strong>the</strong> W<strong>in</strong>nipeg <strong>Co</strong>alition on Native Child Welfare. The coalition <strong>in</strong>itiated<strong>Canada</strong>’s first major urban Native child and family support programme, known as <strong>the</strong> MaMawi Wi Chi Itata <strong>Centre</strong>. Ma Mawi now employs about fifty-five, largely Native, staff.The three projects that began <strong>in</strong> <strong>the</strong> tra<strong>in</strong><strong>in</strong>g programme, plus <strong>the</strong> Ma Mawi <strong>Centre</strong>, are l<strong>in</strong>kedtoge<strong>the</strong>r through a co-operative federation. This federation is <strong>in</strong>corporated without sharecapital as W<strong>in</strong>nipeg Native Family Economic Development Inc. (WNFED). The network hasalso <strong>in</strong>cluded FCR Development Resource Group, a partnership <strong>for</strong>med to provide technicaland managerial support to WNFED projects, and to provide pr<strong>of</strong>essional employment to<strong>Aborig<strong>in</strong>al</strong> people with specialized skills relat<strong>in</strong>g to bus<strong>in</strong>ess and community development.In addition, from 1988 to 1991, a youth clean<strong>in</strong>g bus<strong>in</strong>ess also belonged to <strong>the</strong> WNFEDcoalition. Known as One Earth <strong>Co</strong>llective, this co-operative tra<strong>in</strong><strong>in</strong>g and employment venturewas started through Ma Mawi’s Youth Programme. In all, it provided part-time employmentand bus<strong>in</strong>ess tra<strong>in</strong><strong>in</strong>g to <strong>for</strong>ty <strong>in</strong>ner-city youth. It was commercially self-sufficient <strong>for</strong> twoyears be<strong>for</strong>e shutt<strong>in</strong>g down because volunteer management assistance could no longercont<strong>in</strong>ue.The model is based on action at <strong>the</strong> project level. Active participation <strong>in</strong> one <strong>of</strong> <strong>the</strong> affiliatedprojects def<strong>in</strong>es membership <strong>in</strong> WNFED. WNFED has a co-ord<strong>in</strong>at<strong>in</strong>g board made up <strong>of</strong>representatives chosen by each <strong>of</strong> <strong>the</strong> sister projects. The idea is to facilitate <strong>the</strong> shar<strong>in</strong>g <strong>of</strong>resources at <strong>the</strong> community level through a decentralized decision-mak<strong>in</strong>g system.From <strong>the</strong> start, it had been hoped that a community <strong>in</strong>vestment fund would be set up based ona voluntary pool<strong>in</strong>g <strong>of</strong> capital by WNFED affiliates. However, this has not materialized todate.Obstacles and Responses<strong>Co</strong>mmunity Development InfrastructureWith all <strong>of</strong> <strong>the</strong> WNFED projects emerg<strong>in</strong>g with<strong>in</strong> a short time <strong>of</strong> each o<strong>the</strong>r, resources havebeen spread very th<strong>in</strong>ly and <strong>for</strong>mal plann<strong>in</strong>g between projects is still at <strong>the</strong> prelim<strong>in</strong>ary stage.The different projects have been preoccupied with <strong>the</strong>ir own start-up and early developmentproblems. Payuk Inter-Tribal <strong>Co</strong>-op provides WNFED <strong>of</strong>fice space that is used by <strong>the</strong> differentprojects, but WNFED has never had any paid staff or core fund<strong>in</strong>g <strong>of</strong> its own.In <strong>the</strong> latter half <strong>of</strong> <strong>the</strong> 1980s, <strong>the</strong>re was a special component <strong>of</strong> <strong>the</strong> federal Native EconomicDevelopment Programme (NEDP) that was supposed to have provided <strong>in</strong>frastructure support~ 367
