Revenue Canada hasalso developed an initiative to assist in this area.All Aboriginal groups andbusinesses who meet thebidding criteria.A minimum of 3% ofthe total federal contractsare to benefitthis initiative.ProcurementStrategy forAboriginalBusinessThe Procurement Strategy for Aboriginal Businessis designed to increase the participation of Aboriginalbusinesses in bidding for federal governmentcontracts. It helps to ensure that Aboriginal businessesare better informed about government procurementneeds and that government procurementofficers are better informed about the capacities ofAboriginal businesses.Under this strategy, all federal government departmentswith a contracting budget over $1 million arerequired to establish performance objectives for contractingwith Aboriginal suppliers. Aboriginal firms aregiven first opportunity to supply good and services,and construction contracts servicing Aboriginal communitiesand populations. All procurement over$5,000, for which Aboriginal populations are theprimary recipients, are restricted to qualifiedAboriginal firms.A business applying under thisstrategy will be required tocertify on each bid documentthat it qualifies as an Aboriginalfirm. Qualification is based onthe following criteria:1. 51% ownership and control ofthe firm is by Aboriginalpeople;2. 33% of full-time employeesmust be Aboriginal, for firmsthat employ six or more fulltimepeople; and3. 1.3 BUSINESS SERVICES (FINANCIAL AND NON-FINANCIAL)Program Description Clients Partners AboriginalTake-upCanadian Inuit ArtInformation CentreThe Canadian Inuit Art Information Centre collects and distributesinformation to support and promote Inuit visual arts.Activities include:1. Maintaining a data base on Inuit artists;2. Collecting histories of Inuit artists through personalinterviews;3. Promoting the work of new and established artists bypublishing their biographies;4. Producing and distributing educational and promotionalpublications and videos on Inuit art;5. Providing an artist identification service for collectors;6. Providing advice on copyright legislation and referrals; and7. Providing an information and referral service to Inuit artistswho need assistance with portfolios and marketing.Any Canadian Inuit artist maybe eligible.Indian Art CentreThe Indian Art Centre of Indian and Northern Affairs Canadasupports the development of Aboriginal artists working in thetraditional and contemporary visual arts.The Indian Art Centre provides the following:1. An annual purchase jury for the National Indian Art Collectionopen to new and established Aboriginal artists;2. A loan program for works from the National Indian ArtCollection available to Aboriginal cultural centres andmuseums, and to regional and national art institutions for avariety of exhibitions;3. A Research and Documentation Centre for the general publicwith information on artists, exhibition catalogues, reportsand studies, archival photographs, art magazines andperiodicals, video and audio tapes, and slides andphotographs of the National Indian Art Collection;4. A referral service to art dealers, collectors, researchers,scholars, writers, auction houses and the general public onthe diversity and availability of Aboriginal art in Canada; and5.
