~ T H E C U R R E N T S T A T EUnderstand<strong>in</strong>g <strong>the</strong> <strong>Co</strong>ntext<strong>Aborig<strong>in</strong>al</strong> leaders have expressed a preference <strong>for</strong> economicdevelopment conceived <strong>of</strong> as a process that takes <strong>in</strong>toaccount <strong>the</strong> history, collective aspirations, economic diversity,and underly<strong>in</strong>g realities <strong>of</strong> each <strong>Aborig<strong>in</strong>al</strong> community.Mak<strong>in</strong>g <strong>the</strong> L<strong>in</strong>k between <strong>Aborig<strong>in</strong>al</strong> Economic Development and <strong>Co</strong>-<strong>operatives</strong>The various statements made by <strong>Aborig<strong>in</strong>al</strong> leaders about how <strong>the</strong>y would like to see <strong>the</strong>ireconomies develop <strong>in</strong>vites some reflection on how well <strong>the</strong> co-operative approach con<strong>for</strong>mswith <strong>the</strong>ir stated ideals.The co-operative movement extends ownership and control to <strong>the</strong> people who are <strong>in</strong>volved <strong>in</strong>it as members; it is a movement with a long history and a demonstrated capacity to meet allk<strong>in</strong>ds <strong>of</strong> needs.Registered, <strong>for</strong>mally organized co-<strong>operatives</strong> were first established <strong>in</strong> Europe dur<strong>in</strong>g <strong>the</strong>n<strong>in</strong>eteenth century by people concerned about protect<strong>in</strong>g <strong>the</strong>ir <strong>in</strong>terests and improv<strong>in</strong>g <strong>the</strong>ireconomic and social well-be<strong>in</strong>g. Based on <strong>the</strong> fundamental pr<strong>in</strong>ciples <strong>of</strong> one member, onevote, <strong>the</strong> practice <strong>of</strong> reward<strong>in</strong>g people <strong>in</strong> proportion to <strong>the</strong>ir participation, and <strong>the</strong> use <strong>of</strong>education as a means <strong>of</strong> empower<strong>in</strong>g people, <strong>the</strong> multifaceted “organized” movement hadspread throughout most <strong>of</strong> <strong>the</strong> European cont<strong>in</strong>ent by <strong>the</strong> beg<strong>in</strong>n<strong>in</strong>g <strong>of</strong> <strong>the</strong> twentieth century.In <strong>the</strong> wake <strong>of</strong> European migrations, co-operative organizations were established <strong>in</strong> most <strong>of</strong><strong>the</strong> rest <strong>of</strong> <strong>the</strong> world as well. Today, <strong>the</strong> co-<strong>operatives</strong> affiliated with <strong>the</strong> International <strong>Co</strong>operativeAlliance are <strong>in</strong>volved <strong>in</strong> hundreds <strong>of</strong> different k<strong>in</strong>ds <strong>of</strong> bus<strong>in</strong>esses; all told, today<strong>the</strong>y have more than eight hundred million members <strong>in</strong> over one hundred countries.This <strong>in</strong>stitutionalized version <strong>of</strong> co-operative behaviour, however, must be placed <strong>in</strong> <strong>the</strong> context<strong>of</strong> <strong>in</strong><strong>for</strong>mal <strong>for</strong>ms <strong>of</strong> co-operation. In fact, <strong>the</strong> progress made by co-operative movementsaround <strong>the</strong> world corresponds well with <strong>the</strong> degree to which societies and communities traditionallyembraced spontaneous co-operative activities, be it <strong>the</strong> seal hunt, <strong>the</strong> harvest<strong>in</strong>g <strong>of</strong>gra<strong>in</strong>s, <strong>the</strong> collective market<strong>in</strong>g <strong>of</strong> produce, <strong>the</strong> jo<strong>in</strong>t purchas<strong>in</strong>g <strong>of</strong> food and supplies, mutualaid <strong>in</strong> times <strong>of</strong> adversity, <strong>the</strong> sale <strong>of</strong> art, <strong>the</strong> shar<strong>in</strong>g <strong>of</strong> workplace skills, <strong>the</strong> collective provision<strong>of</strong> shelter, and community access to health services. Well-rooted co-operative organizationsare not just <strong>the</strong> impositions <strong>of</strong> an <strong>in</strong>stitutional <strong>for</strong>m; <strong>the</strong>y <strong>of</strong>ten are <strong>the</strong> outward manifestations<strong>of</strong> a deep understand<strong>in</strong>g <strong>of</strong> <strong>the</strong> benefits <strong>of</strong> collaborative behaviour—<strong>the</strong> k<strong>in</strong>d <strong>of</strong>understand<strong>in</strong>g that emanates most persuasively from <strong>the</strong> communal cultures <strong>of</strong> people,<strong>in</strong>clud<strong>in</strong>g <strong>Aborig<strong>in</strong>al</strong> peoples <strong>in</strong> many parts <strong>of</strong> <strong>the</strong> world. For that reason alone, <strong>the</strong> future<strong>for</strong> co-operative development among <strong>Aborig<strong>in</strong>al</strong> people is promis<strong>in</strong>g, given <strong>the</strong>ir commondevotion and capacity <strong>for</strong> collective behaviour.~ 23
