For <strong>the</strong> first quarter <strong>of</strong> 1998–99, programme fund<strong>in</strong>g along with clientequity and o<strong>the</strong>r sources <strong>of</strong> f<strong>in</strong>anc<strong>in</strong>g totalled $9 million. 91 The <strong>Co</strong>mmunity FuturesProgramme provided advice and f<strong>in</strong>ancial assistance to local bus<strong>in</strong>esses.• The Bus<strong>in</strong>ess Development Fund (BDF) programme has contributions that providefund<strong>in</strong>g to <strong>in</strong>dividual entrepreneurs and small bus<strong>in</strong>esses. These programme contributionsare grouped <strong>in</strong>to eight schedules, which provide guidel<strong>in</strong>es <strong>for</strong> <strong>the</strong> type <strong>of</strong>assistance available to bus<strong>in</strong>esses at different stages <strong>of</strong> development. In 1997–98,assistance was provided to 336 bus<strong>in</strong>esses, <strong>of</strong> which 251 were <strong>Aborig<strong>in</strong>al</strong>. Seventy-fivepercent <strong>of</strong> <strong>the</strong> total approved contributions, <strong>in</strong> fact, went to <strong>Aborig<strong>in</strong>al</strong> bus<strong>in</strong>esses. Thetotal contributed was $4.8 million, which levered an additional $4.3 million <strong>in</strong> equity<strong>in</strong>vestment and $15.3 million <strong>in</strong> o<strong>the</strong>r f<strong>in</strong>anc<strong>in</strong>g, <strong>in</strong>ject<strong>in</strong>g a total <strong>of</strong> $24.4 million<strong>in</strong>to <strong>the</strong> economy. 92• The <strong>Co</strong>mmunity Initiatives Programme provided $7.5 million <strong>for</strong> 240 projects tocommunity and regionally based organizations; 95 percent <strong>of</strong> approvals were to<strong>Aborig<strong>in</strong>al</strong> organizations.• The Prospectors’ Grubstake Programme provides partial fund<strong>in</strong>g <strong>for</strong> NWT prospect<strong>in</strong>gprojects up to a maximum <strong>of</strong> $8,000 per <strong>in</strong>dividual per year. Experienced prospectorsand/or those who have taken an approved prospect<strong>in</strong>g course are eligible to apply to<strong>the</strong> programme. The grubstake grants are awarded based on <strong>the</strong> merits <strong>of</strong> <strong>the</strong> proposaland past per<strong>for</strong>mance <strong>in</strong> complet<strong>in</strong>g <strong>the</strong> work requirements <strong>of</strong> <strong>the</strong> programme. 93• The Grants to Small Bus<strong>in</strong>ess Programme helps to <strong>in</strong>crease jobs and <strong>in</strong>come byencourag<strong>in</strong>g private bus<strong>in</strong>ess and community development across <strong>the</strong> NorthwestTerritories. This programme applies to <strong>in</strong>dividual entrepreneurs or small bus<strong>in</strong>essesthat have a legitimate need <strong>for</strong> funds, are committed to <strong>the</strong>ir future bus<strong>in</strong>ess oractivity, and have less than $500,000 <strong>in</strong> gross sales. 94Exist<strong>in</strong>g Federal-Territorial Partnerships• The Regional Economic Development Agreement and National InfrastructureProgramme (NIP) implement jo<strong>in</strong>t federal/territorial cost-share programmes.
