~ P R O V I N C I A L / T E R R I T O R I A L I N I T I A T I V E SNorthwest TerritoriesStatement on Aboriginal Policy• The government supports the aspirations of Aboriginal people in the NorthwestTerritories (NWT) to settle their land claims and implement their inherent right toself-government. The government is committed to working with Aboriginal partnersand the federal government to settle land claims and self-government issues. Byworking in partnership with Aboriginal government, economic opportunities can beachieved for everyone. 89Major Territorial Economic Development Initiatives• The Government of the Northwest Territories (GNWT) is committed to its Agendafor the New North, which emphasizes people, education, and increased economicdevelopment. The priorities are outlined in the 1999–2000 budget, the main goal ofwhich is to achieve economic diversification. The Department of Resources, Wildlifeand Economic Development is working to attract diamond manufacturing in theNorth, with $1.4 million committed to the establishment of a diamond value-addedindustry in the region. The government has also committed $10 million to the upgradeof highways. 90• Key Ministries: Resources, Wildlife, and Economic DevelopmentMunicipal and Community AffairsAboriginal AffairsKey Territorial Economic Development Programmes• The Community Economic Development Strategy is aimed at facilitating and supportingregional and community-based action to foster sustainable economic development.In order to stimulate increased private sector and community-based job creationactivity, communities and regions will be provided with a comprehensive range ofsupport services, including strategic planning, economic research, programme management,and training. These services are designed to help communities build capacitytowards a brighter and more self-directed future.• The Northern Employment Strategy is a two-year programme, in partnership with thedepartments of Education, Culture, and Employment and Municipal and CommunityAffairs, to enhance employment through community and business development programmes.The Department of Resources, Wildlife, and Economic Development budgetis $8.5 million per year for 1997–98 and 1998–99. For the first quarter of 1998–99, programme funding along with clientequity and other sources of financing totalled $9 million. 91 The Community FuturesProgramme provided advice and financial assistance to local businesses.• The Business Development Fund (BDF) programme has contributions that providefunding to individual entrepreneurs and small businesses. These programme contributionsare grouped into eight schedules, which provide guidelines for the type ofassistance available to businesses at different stages of development. In 1997–98,assistance was provided to 336 businesses, of which 251 were Aboriginal. Seventy-fivepercent of the total approved contributions, in fact, went to Aboriginal businesses. Thetotal contributed was $4.8 million, which levered an additional $4.3 million in equityinvestment and $15.3 million in other financing, injecting a total of $24.4 millioninto the economy. 92• The Community Initiatives Programme provided $7.5 million for 240 projects tocommunity and regionally based organizations; 95 percent of approvals were toAboriginal organizations.• The Prospectors’ Grubstake Programme provides partial funding for NWT prospectingprojects up to a maximum of $8,000 per individual per year. Experienced prospectorsand/or those who have taken an approved prospecting course are eligible to apply tothe programme. The grubstake grants are awarded based on the merits of the proposaland past performance in completing the work requirements of the programme. 93• The Grants to Small Business Programme helps to increase jobs and income byencouraging private business and community development across the NorthwestTerritories. This programme applies to individual entrepreneurs or small businessesthat have a legitimate need for funds, are committed to their future business oractivity, and have less than $500,000 in gross sales. 94Existing Federal-Territorial Partnerships• The Regional Economic Development Agreement and National InfrastructureProgramme (NIP) implement joint federal/territorial cost-share programmes.
