A P P E N D I X B : T H E P O L I C Y E N V I R O N M E N T ~Many <strong>Aborig<strong>in</strong>al</strong> governance and leadership structures are highly politicized with highturnover rates. As one prov<strong>in</strong>ce expla<strong>in</strong>ed, “When a political chief becomes head <strong>of</strong> aco-op, this creates poor economic and <strong>in</strong>vestment conditions on-reserve and underm<strong>in</strong>es<strong>the</strong> co-operative bus<strong>in</strong>ess model and democratic bus<strong>in</strong>ess pr<strong>in</strong>ciples.” Ano<strong>the</strong>r culturaldimension that may complicate <strong>the</strong> success <strong>of</strong> co-ops is that, while collaborative, <strong>the</strong>cultural constructs <strong>of</strong> some <strong>Aborig<strong>in</strong>al</strong> groups are also hierarchical, which is counterproductiveto <strong>the</strong> co-operative pr<strong>in</strong>ciples <strong>of</strong> a shared and egalitarian approach.The absence <strong>of</strong> a private sector on-reserve and <strong>the</strong> nature <strong>of</strong> many band-operated<strong>in</strong>dustries are underm<strong>in</strong><strong>in</strong>g economic progress. One quote sums up a widely held view:“<strong>Co</strong>mmunity ownership by a band can mean nobody owns and nobody is responsible andnobody decides … family and clan ‘club’ mentality is highly political and <strong>in</strong>effective andnot conducive to bus<strong>in</strong>ess development.” In several prov<strong>in</strong>ces and territories, failed co-opswere tied to management problems where one or two family members did everyth<strong>in</strong>g andburned out.F<strong>in</strong>ally, it appears that <strong>the</strong>re is a serious case <strong>of</strong> “too much <strong>in</strong><strong>for</strong>mation” on economicdevelopment options and paradigms. In <strong>the</strong> past, governments have tended to “push”models as opposed to expla<strong>in</strong><strong>in</strong>g <strong>the</strong>m and provid<strong>in</strong>g <strong>in</strong><strong>for</strong>mation and support. In <strong>the</strong>1960s it was <strong>the</strong> co-operative model, <strong>the</strong>n development corporations, and now <strong>in</strong>creas<strong>in</strong>gnumbers <strong>of</strong> band-run numbered companies have emerged, all with vary<strong>in</strong>g levels <strong>of</strong> success.The overwhelm<strong>in</strong>g number <strong>of</strong> models be<strong>in</strong>g enthusiastically brought <strong>for</strong>ward to <strong>Aborig<strong>in</strong>al</strong>people make <strong>for</strong> a difficult decision mak<strong>in</strong>g and plann<strong>in</strong>g environment.Opportunities to Develop <strong>the</strong> NicheAll respondents saw that <strong>the</strong>re was room <strong>for</strong> improvement, and that this niche is ripe <strong>for</strong>attention and development. The follow<strong>in</strong>g suggestions are based on respondents’ ideas <strong>for</strong>areas that merit fur<strong>the</strong>r work or attention and would, <strong>of</strong> course, require vary<strong>in</strong>g leadership,mandates, and resources.Improv<strong>in</strong>g Awareness and Promotion <strong>of</strong> <strong>the</strong> <strong>Co</strong>-operative Model <strong>in</strong> <strong>the</strong> <strong>Aborig<strong>in</strong>al</strong> <strong>Co</strong>ntext<strong>Co</strong>-op federations could pay specific attention to <strong>the</strong> needs and potential <strong>of</strong> <strong>the</strong> <strong>Aborig<strong>in</strong>al</strong>co-op sector. Proactive outreach and advocacy to <strong>the</strong> <strong>Aborig<strong>in</strong>al</strong> economic developmentcommunity and with <strong>Aborig<strong>in</strong>al</strong> development corporations and exist<strong>in</strong>g tripartite <strong>for</strong>a on<strong>Aborig<strong>in</strong>al</strong> economic development could go a long way to stimulate take-up <strong>of</strong> co-ops onreserveand <strong>in</strong> urban areas.150 ~ M C P H A I L
