A P P E N D I X I ~number <strong>of</strong> areas, however, <strong>the</strong> co-operative is now perceived as play<strong>in</strong>g a marg<strong>in</strong>al role <strong>in</strong> <strong>the</strong>community <strong>in</strong> <strong>the</strong> political and socio-economic spheres (Tullaugak 2000; Ittukalak 2000).MissionAt <strong>the</strong> time it was first established, <strong>the</strong> co-operative was <strong>in</strong>tended both to operate as a l<strong>in</strong>kbetween <strong>the</strong> sculptors and customers <strong>in</strong> <strong>the</strong> South 3 and to provide <strong>the</strong> <strong>in</strong>habitants with a variety<strong>of</strong> consumer goods, while ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g a degree <strong>of</strong> control over prices. Today, <strong>the</strong> co-<strong>operatives</strong>eems to have fulfilled its primary mission. Accord<strong>in</strong>g to one representative <strong>of</strong> <strong>the</strong> Makivik<strong>Co</strong>rporation and <strong>the</strong> Kativik government (Tullaugak 2000), <strong>the</strong> role <strong>of</strong> <strong>the</strong> co-operative becamea little broader over time, chang<strong>in</strong>g from be<strong>in</strong>g primarily commercial (promot<strong>in</strong>g sculpture byf<strong>in</strong>d<strong>in</strong>g market outlets) to play<strong>in</strong>g a more dynamic role <strong>in</strong> <strong>the</strong> community. At present, it <strong>of</strong>fersa variety <strong>of</strong> services to members <strong>of</strong> <strong>the</strong> community, and supports numerous community projects(see section on <strong>the</strong> co-operative network, below).To respond to <strong>the</strong> lack <strong>of</strong> <strong>in</strong>frastructure <strong>in</strong> <strong>the</strong> region, <strong>the</strong> co-operative <strong>of</strong>fers a number <strong>of</strong>services to <strong>the</strong> community such as bank<strong>in</strong>g services, consumer loans, <strong>in</strong>surance services, andeven cable television. The Fédération des coopératives du Nouveau-Québec (FCNQ) purchased<strong>the</strong> Government <strong>of</strong> Québec and Shell Oil company tanks located <strong>in</strong> <strong>the</strong> region, ands<strong>in</strong>ce 1987 <strong>the</strong> co-operative has distributed oil to <strong>the</strong> entire community. In <strong>the</strong> last two years,<strong>the</strong> co-operative has purchased a hotel and built a courthouse, which it rents to <strong>the</strong> Nunavikit<strong>in</strong>erant court.In its specific role as a general store, <strong>the</strong> co-operative <strong>of</strong>fers a wide variety <strong>of</strong> consumerproducts, rang<strong>in</strong>g from foodstuffs to electronic equipment, and <strong>in</strong>clud<strong>in</strong>g motor vehicle salesand <strong>the</strong> sale <strong>of</strong> cloth<strong>in</strong>g, books, and record<strong>in</strong>gs. This means that <strong>the</strong> co-operative is able to fillpractically all <strong>the</strong> needs <strong>of</strong> consumers. Members may place <strong>in</strong>dividual orders, and only a fewvery specialized items are not <strong>of</strong>fered (e.g., VCR head-clean<strong>in</strong>g cassettes). At <strong>the</strong> same timeas <strong>of</strong>fer<strong>in</strong>g this range <strong>of</strong> products and services, <strong>the</strong> co-operative acts as a sort <strong>of</strong> communitycentre. This broaden<strong>in</strong>g <strong>of</strong> sights is apparently attributable <strong>in</strong> large part to <strong>the</strong> tra<strong>in</strong><strong>in</strong>g provided<strong>for</strong> managers by <strong>the</strong> Fédération des coopératives du Nouveau-Québec.Associational LifeGenerally speak<strong>in</strong>g, <strong>the</strong> members <strong>of</strong> <strong>the</strong> community regard <strong>the</strong> co-operative as an organization<strong>in</strong> which everyone plays a role and where everyone can be heard. The co-operative also seemsto be seen as a lead<strong>in</strong>g <strong>in</strong>strument <strong>of</strong> regional development.
