~ C A S E S T U D I E SThe NITH co-operative was founded <strong>in</strong> 1980 and is one <strong>of</strong> <strong>the</strong> oldest <strong>Aborig<strong>in</strong>al</strong> hous<strong>in</strong>g co<strong>operatives</strong><strong>in</strong> Ontario. After complet<strong>in</strong>g a comprehensive feasibility study <strong>in</strong> collaboration with<strong>the</strong> N’Amer<strong>in</strong>d Native Friendship <strong>Centre</strong>, <strong>the</strong> NITH was <strong>in</strong>corporated <strong>in</strong> 1983 with a mandateto provide hous<strong>in</strong>g to <strong>Aborig<strong>in</strong>al</strong> 1 people <strong>in</strong> <strong>the</strong> city <strong>of</strong> London. Once hav<strong>in</strong>g accessed federalfund<strong>in</strong>g, <strong>the</strong> NITH immediately purchased twenty homes <strong>in</strong> one particular neighbourhood. But<strong>the</strong> newly <strong>for</strong>med co-operative was quickly faced with a number <strong>of</strong> compla<strong>in</strong>ts from <strong>the</strong> non-Native residents who were becom<strong>in</strong>g anxious about <strong>the</strong> grow<strong>in</strong>g <strong>Aborig<strong>in</strong>al</strong> presence. Thepresident <strong>of</strong> <strong>the</strong> board <strong>of</strong> directors at <strong>the</strong> time was, however, able to ease <strong>the</strong>ir prejudices andfears by address<strong>in</strong>g a community meet<strong>in</strong>g and provid<strong>in</strong>g <strong>in</strong><strong>for</strong>mation as to <strong>the</strong> co-op’s structureand plans.The majority <strong>of</strong> <strong>the</strong> people didn’t understand. The rumours were go<strong>in</strong>g around that <strong>the</strong>Natives are buy<strong>in</strong>g <strong>the</strong>se houses, <strong>the</strong>y’re start<strong>in</strong>g a co-op and each house is go<strong>in</strong>g to havetwo or three families <strong>in</strong> it … with fifteen or sixteen kids. And so we had this communitymeet<strong>in</strong>g and expla<strong>in</strong>ed to <strong>the</strong>m that most people <strong>in</strong> <strong>the</strong> co-op had only two or three childrenand our by-laws state that members can’t be ‘under-accommodated’ and so <strong>the</strong>re is amaximum <strong>of</strong> two people to a bedroom. We also expla<strong>in</strong>ed that we are go<strong>in</strong>g to be buy<strong>in</strong>golder houses and we are go<strong>in</strong>g to upgrade <strong>the</strong>m and improve <strong>the</strong> neighbourhood. 2The NITH co-op emerged out <strong>of</strong> <strong>the</strong> local <strong>Aborig<strong>in</strong>al</strong> community <strong>of</strong> London. The six found<strong>in</strong>gmembers, 3 who were committed to develop<strong>in</strong>g a hous<strong>in</strong>g co-operative <strong>for</strong> <strong>Aborig<strong>in</strong>al</strong> people,were aware <strong>of</strong> <strong>the</strong> various federal and prov<strong>in</strong>cial support programmes and will<strong>in</strong>g to volunteermuch time and ef<strong>for</strong>t. The Canadian Mortgage and Hous<strong>in</strong>g <strong>Co</strong>rporation (CMHC) Hous<strong>in</strong>g<strong>Co</strong>-op programme, under section 56.1 <strong>of</strong> <strong>the</strong> National Hous<strong>in</strong>g Act, provided a great deal <strong>of</strong>support <strong>for</strong> this <strong>in</strong>itiative <strong>in</strong> <strong>the</strong> <strong>for</strong>m <strong>of</strong> a mortgage guarantee and a subsidy <strong>of</strong> ongo<strong>in</strong>g mortgagepayments. Under this programme, 15 to 18 percent <strong>of</strong> <strong>the</strong> units could be rented on a rentto-<strong>in</strong>comebasis, with <strong>the</strong> rema<strong>in</strong><strong>in</strong>g units required to be rented at fair market value. This coregroup <strong>of</strong> founders were able to fur<strong>the</strong>r access <strong>the</strong> federal Urban Native Hous<strong>in</strong>g Programme, 4allow<strong>in</strong>g <strong>for</strong> <strong>the</strong> possibility <strong>of</strong> 100 percent <strong>of</strong> <strong>the</strong> units to have rental charges l<strong>in</strong>ked to tenant<strong>in</strong>come.It has never been necessary to have all <strong>of</strong> <strong>the</strong> units geared towards <strong>in</strong>come becausewe do have a very diverse membership <strong>in</strong> our co-op. A lot <strong>of</strong> couples <strong>in</strong> our co-op1 <strong>Aborig<strong>in</strong>al</strong> identity is broadly <strong>in</strong>terpreted as hav<strong>in</strong>g some degree <strong>of</strong> ancestral or community connection and isdocumented by ei<strong>the</strong>r a status card or a letter from a band <strong>of</strong>fice. Eligibility <strong>for</strong> becom<strong>in</strong>g a member was fur<strong>the</strong>r<strong>in</strong>terpreted as hav<strong>in</strong>g a <strong>for</strong>mer (and <strong>for</strong>mal) three-month residency <strong>in</strong> <strong>the</strong> city as well as a household that was atleast 50 percent <strong>Aborig<strong>in</strong>al</strong>.2 Butch Stevenson, NITH.3 Jack Christjohn, Shirley Christjohn, Butch Stevenson, Ivon Stevenson, Joel Johnson, and <strong>Co</strong>lleen Johnson.4 A jo<strong>in</strong>t <strong>in</strong>itiative <strong>of</strong> CMHC and <strong>the</strong> Department <strong>of</strong> Indian Affairs and Nor<strong>the</strong>rn Development.~ 337
