The purpose <strong>of</strong> <strong>the</strong> co-op is to fill <strong>the</strong> economicvoid created by run-down homes and vacant lots <strong>in</strong> older neighbourhoods <strong>of</strong> <strong>the</strong> city. Asecond, but equally important, goal <strong>of</strong> <strong>the</strong> co-op is to develop a programme to revitalizeproperties and provide an opportunity <strong>for</strong> those unable to qualify <strong>for</strong> a mortgage to becomehomeowners. The New Beg<strong>in</strong>n<strong>in</strong>gs Hous<strong>in</strong>g <strong>Co</strong>-operative purchases homes <strong>in</strong> need <strong>of</strong> repair<strong>in</strong> consultation with a realtor. Homes are matched to co-op members on a wait<strong>in</strong>g list.HistoryThe New Beg<strong>in</strong>n<strong>in</strong>gs Hous<strong>in</strong>g <strong>Co</strong>-operative <strong>in</strong>itiative began <strong>in</strong> 1996, when a <strong>Co</strong>mmunityHous<strong>in</strong>g Advisory <strong>Co</strong>mmittee was established <strong>in</strong> <strong>the</strong> city <strong>of</strong> Pr<strong>in</strong>ce Albert. Interest rates atthis time were quite low and because <strong>of</strong> this a number <strong>of</strong> people were able to af<strong>for</strong>d mortgagepayments on homes, but were not able to acquire <strong>the</strong> money <strong>for</strong> a down payment. The committeewas made up <strong>of</strong> Floyd Baldw<strong>in</strong>, a real estate agent who played a key role <strong>in</strong> <strong>the</strong>committee’s <strong>for</strong>mation, representatives from <strong>the</strong> city <strong>of</strong> Pr<strong>in</strong>ce Albert, Pr<strong>in</strong>ce Albert CreditUnion, Postsecondary Education, and Social Services. The committee found significantcommunity <strong>in</strong>terest <strong>in</strong> establish<strong>in</strong>g a hous<strong>in</strong>g co-operative—150 people, which resulted <strong>in</strong>seventy-one applications be<strong>in</strong>g filled out <strong>in</strong> anticipation <strong>of</strong> <strong>the</strong> co-op’s <strong>for</strong>mation.The co-op targeted low-<strong>in</strong>come families, those with a household <strong>in</strong>come not exceed<strong>in</strong>g$30,000. Applicants underwent a n<strong>in</strong>ety-day credit check, as opposed to <strong>the</strong> typical five-yearcheck. Twenty applicants were chosen from <strong>the</strong> seventy-one applications to start <strong>the</strong> co-op. Anapplication was made to Home Grown Solutions <strong>for</strong> a grant to hire a co-ord<strong>in</strong>ator, and when<strong>the</strong> grant was confirmed <strong>in</strong> September <strong>of</strong> 1996, <strong>the</strong> co-op got under way. The first meet<strong>in</strong>g washeld <strong>in</strong> December <strong>of</strong> that year with <strong>the</strong> families <strong>in</strong> attendance, and <strong>the</strong> co-op was <strong>in</strong>corporated.The co-op took possession <strong>of</strong> <strong>the</strong> first home <strong>in</strong> February <strong>of</strong> 1997.
