A P P E N D I X D ~government those functions and activities that are o<strong>the</strong>rwise impossible <strong>for</strong> <strong>the</strong>communities to handle <strong>the</strong>mselves.Government has a major climate-sett<strong>in</strong>g role to play be<strong>for</strong>e any <strong>in</strong>itiative is taken toimplement an organized community development process. Government must exercisestrong leadership to shift popular expectation from dependency upon government to<strong>in</strong>creased citizen responsibility <strong>for</strong> development. Four specific leadership functions canbe identified:1) to enable <strong>the</strong> population to come to a clear understand<strong>in</strong>g <strong>of</strong> <strong>the</strong> reasons whyit is difficult to achieve development or even ma<strong>in</strong>ta<strong>in</strong> economic well-be<strong>in</strong>g;2) to assist citizens to acquire skills <strong>for</strong> fact f<strong>in</strong>d<strong>in</strong>g, analysis, and decid<strong>in</strong>g uponalternatives <strong>for</strong> action;3) to enable <strong>the</strong> population to identify its own development aspirations; and,4) to establish a more trust<strong>in</strong>g and mutually supportive relationship between publicand community groups.Each <strong>of</strong> <strong>the</strong>se leadership roles will necessarily be highly educational because <strong>the</strong>y call<strong>for</strong> behavioural changes, both on <strong>the</strong> part <strong>of</strong> government agents and citizens. They arefunctions that go beyond statement <strong>of</strong> policy and <strong>in</strong>to activities that allow citizens tolearn about <strong>the</strong>ir circumstances by becom<strong>in</strong>g data ga<strong>the</strong>rers and decision makers<strong>the</strong>mselves.Government’s Role <strong>in</strong> Susta<strong>in</strong><strong>in</strong>g a <strong>Co</strong>mmunity Economic Development ProcessWhen <strong>the</strong> process <strong>of</strong> <strong>for</strong>mulat<strong>in</strong>g a development plan is <strong>in</strong> progress, governments becomea pr<strong>in</strong>cipal resource <strong>for</strong> assist<strong>in</strong>g <strong>the</strong> community <strong>in</strong> f<strong>in</strong>d<strong>in</strong>g <strong>the</strong> necessary resources totrans<strong>for</strong>m plans <strong>in</strong>to action. This calls <strong>for</strong> enormous flexibility and skill on <strong>the</strong> part <strong>of</strong>government policy makers and <strong>the</strong>ir agents <strong>in</strong> <strong>the</strong> community, as each community has itsown particular requirements <strong>for</strong> assistance <strong>in</strong> relation to available resources. Flexibility andskill are <strong>the</strong> necessary attributes to break <strong>the</strong> tension between <strong>the</strong> bureaucratic need tospecify precise direction <strong>for</strong> development and <strong>the</strong> citizens’ need to engage <strong>in</strong> those aspects<strong>of</strong> development that touch most directly upon <strong>the</strong>ir immediate <strong>in</strong>terests.Government systems <strong>for</strong> provid<strong>in</strong>g f<strong>in</strong>ancial assistance to development projects mustbe able to take <strong>in</strong>to account <strong>the</strong> diverse range <strong>of</strong> “equity” that a community is able toassemble. Government policy must be flexible enough, <strong>for</strong> example, to allow <strong>for</strong> voluntarycontributions and to make up <strong>for</strong> <strong>for</strong>ms <strong>of</strong> required equity that <strong>the</strong> community is unable toprovide.
