A P P E N D I X I ~local school and was at one time <strong>the</strong> delivery agent <strong>for</strong> <strong>the</strong> Ontario <strong>Aborig<strong>in</strong>al</strong> Heal<strong>in</strong>g andWellness Strategy, a responsibility that was later taken over by a neighbour<strong>in</strong>g First Nationscommunity.We try to stick mostly to hous<strong>in</strong>g, but members <strong>of</strong> <strong>the</strong> co-op did develop an Urban NativeParents Association and <strong>the</strong>y were <strong>in</strong>strumental <strong>in</strong> gett<strong>in</strong>g <strong>the</strong> Native language taught <strong>in</strong><strong>the</strong> neighbourhood school and actually <strong>the</strong>y went on to branch out to o<strong>the</strong>r schools <strong>in</strong>London that had a concentration <strong>of</strong> <strong>Aborig<strong>in</strong>al</strong> students. As well we became a healthaccess centre as part <strong>of</strong> <strong>the</strong> Heal<strong>in</strong>g and Wellness Strategy and so we were able to br<strong>in</strong>gsome <strong>of</strong> <strong>the</strong>se services <strong>in</strong>to <strong>the</strong> city. 9The fact that a local First Nations community took over <strong>the</strong> health access centre, funded by<strong>the</strong> Heal<strong>in</strong>g and Wellness Strategy, seems to po<strong>in</strong>t to a degree <strong>of</strong> uncerta<strong>in</strong>ty surround<strong>in</strong>g <strong>the</strong>control and jurisdiction over services to <strong>Aborig<strong>in</strong>al</strong> people <strong>in</strong> urban areas. In this particularcase, <strong>the</strong> NITH was criticized publicly by a local First Nations chief <strong>for</strong> <strong>the</strong>ir attempt to seekrepresentation as <strong>the</strong> “<strong>Aborig<strong>in</strong>al</strong> seat” on <strong>the</strong> board <strong>of</strong> <strong>the</strong> <strong>Co</strong>-operative Hous<strong>in</strong>g Federation<strong>of</strong> <strong>Canada</strong>. The criticism revolved around <strong>the</strong> questions <strong>of</strong> jurisdiction and control. In o<strong>the</strong>rwords, <strong>the</strong> chief was question<strong>in</strong>g whe<strong>the</strong>r or not an <strong>in</strong>dependent <strong>Aborig<strong>in</strong>al</strong> hous<strong>in</strong>g co-op has<strong>the</strong> authority to represent <strong>Aborig<strong>in</strong>al</strong> <strong>in</strong>terests <strong>in</strong> this area. As this was a more or less recentoccurrence, it is perhaps a good time to move from <strong>the</strong> early years <strong>of</strong> <strong>the</strong> co-ops to currentissues.Current IssuesBoth <strong>the</strong> NITH and <strong>the</strong> FNHC protect <strong>the</strong>ir exist<strong>in</strong>g agreements and seek out new sources <strong>of</strong>fund<strong>in</strong>g through <strong>the</strong>ir affiliations with prov<strong>in</strong>cial and federal organizations. For example, <strong>the</strong>CMHC Hous<strong>in</strong>g <strong>Co</strong>-op programme (56.1) ended <strong>in</strong> 1985 and was replaced by <strong>the</strong> IndexL<strong>in</strong>ked Mortgage (ILM) programme and partnered with <strong>the</strong> prov<strong>in</strong>cial government. However,given <strong>the</strong> successful lobby<strong>in</strong>g <strong>of</strong> both federal and prov<strong>in</strong>cial co-op hous<strong>in</strong>g organizations, <strong>the</strong>new ILM programme policy guidel<strong>in</strong>es specifically guarantees that <strong>the</strong> NITH and <strong>the</strong> FNHCwill cont<strong>in</strong>ue to be funded federally.It is about <strong>in</strong>volvement and ownership. Our lobby campaign was grass roots, actualmembers organiz<strong>in</strong>g and contact<strong>in</strong>g MPs say<strong>in</strong>g, ‘I don’t want Mike Harris <strong>in</strong> charge<strong>of</strong> my home,’ and this ef<strong>for</strong>t has been effective. 10If <strong>the</strong> co-op defaulted, we have over $8 million <strong>in</strong> property with maybe $3 million stillow<strong>in</strong>g.
