~ T H E P O T E N T I A L F O R G R O W T HThe authors recommend that <strong>the</strong> committee consider how policy directives, <strong>in</strong><strong>for</strong>mation, andexperiences concern<strong>in</strong>g co-operative developments among <strong>Aborig<strong>in</strong>al</strong> peoples can be regularlyand systematically exchanged; how it could ensure that <strong>the</strong> meet<strong>in</strong>gs <strong>of</strong> m<strong>in</strong>isters and <strong>of</strong>ficialsresponsible <strong>for</strong> co-<strong>operatives</strong> consider <strong>Aborig<strong>in</strong>al</strong> co-<strong>operatives</strong> regularly; and how collaborationwith <strong>the</strong> sector could be enhanced.Recommendation SevenThe <strong>Aborig<strong>in</strong>al</strong> <strong>Co</strong>-operative <strong>Co</strong>-ord<strong>in</strong>at<strong>in</strong>g <strong>Co</strong>mmittee should considerhow greater co-ord<strong>in</strong>ation <strong>of</strong> all levels <strong>of</strong> government and government/sector<strong>in</strong>itiatives <strong>for</strong> <strong>Aborig<strong>in</strong>al</strong> co-operative development might be achieved on acont<strong>in</strong>u<strong>in</strong>g basis. It should co-ord<strong>in</strong>ate its approach with <strong>the</strong> developmentprogrammes <strong>of</strong> <strong>the</strong> Canadian <strong>Co</strong>-operative Association and <strong>the</strong> <strong>Co</strong>nseilCanadien de la <strong>Co</strong>opération.In fact, <strong>the</strong> development <strong>of</strong> <strong>the</strong> co-operative alternative among <strong>Aborig<strong>in</strong>al</strong> people appears to bean area where some special ef<strong>for</strong>ts at <strong>in</strong>tra-governmental, <strong>in</strong>ter-governmental, and government/sector co-ord<strong>in</strong>ation are required. While <strong>the</strong> Indian and Nor<strong>the</strong>rn Affairs <strong>Canada</strong> is clearly <strong>the</strong>lead m<strong>in</strong>istry, o<strong>the</strong>r federal m<strong>in</strong>istries, particularly <strong>in</strong> economic development and <strong>the</strong> healthfields, are also important, especially when one considers nonreserve and nonstatus <strong>Aborig<strong>in</strong>al</strong>peoples. On a prov<strong>in</strong>cial level, as <strong>the</strong> report on prov<strong>in</strong>cial <strong>in</strong>itiatives demonstrates, <strong>the</strong> potentiallyrelevant policies and programmes are spread across several departments.Look<strong>in</strong>g at <strong>the</strong> possibilities <strong>for</strong> future development, particularly <strong>in</strong> tra<strong>in</strong><strong>in</strong>g, education, andpromotion <strong>of</strong> co-<strong>operatives</strong>, <strong>the</strong> experiences <strong>of</strong> <strong>the</strong> Arctic co-<strong>operatives</strong> and <strong>the</strong>ir federationsshould be utilized whenever possible. There is no need to re<strong>in</strong>vent what has already been welldeveloped. There should be some advantages <strong>of</strong> scale; <strong>the</strong>re is much that Arctic and sou<strong>the</strong>rn<strong>Aborig<strong>in</strong>al</strong> peoples can learn from each o<strong>the</strong>r.Recommendation EightThe Arctic federations <strong>of</strong> co-<strong>operatives</strong> should be consulted <strong>in</strong> <strong>the</strong> futuredevelopment <strong>of</strong> tra<strong>in</strong><strong>in</strong>g/education/promotion programmes. They have differ<strong>in</strong>gexperiences and traditions, and many years <strong>of</strong> experience that should be used<strong>for</strong> <strong>the</strong> benefit <strong>of</strong> all <strong>Aborig<strong>in</strong>al</strong> co-<strong>operatives</strong>.The Need <strong>for</strong> Fur<strong>the</strong>r ResearchFur<strong>the</strong>r ResearchThis report has demonstrated <strong>the</strong> need <strong>for</strong> additional research. We believe this research shouldbe undertaken by people with academic tra<strong>in</strong><strong>in</strong>g com<strong>in</strong>g from an <strong>Aborig<strong>in</strong>al</strong> background.
