Themandate <strong>of</strong> this task <strong>for</strong>ce was to make recommendations to <strong>the</strong> prov<strong>in</strong>ce on how tobest proceed with <strong>Aborig<strong>in</strong>al</strong> issues. The task <strong>for</strong>ce concluded that <strong>the</strong>re is a need <strong>for</strong>more economic development opportunities and jobs <strong>for</strong> New Brunswick’s <strong>Aborig<strong>in</strong>al</strong>community. The recommendations that dealt with economic development <strong>in</strong>clude:• <strong>the</strong> <strong>for</strong>estry <strong>in</strong>dustry should seek to <strong>in</strong>crease <strong>Aborig<strong>in</strong>al</strong> participationthroughout <strong>the</strong> <strong>in</strong>dustry;• when negotiat<strong>in</strong>g <strong>in</strong>frastructure and economic development agreements, <strong>the</strong>federal and prov<strong>in</strong>cial governments should <strong>in</strong>clude <strong>Aborig<strong>in</strong>al</strong> people;• JEDI should be given a higher pr<strong>of</strong>ile and more resources so that it can becomemore responsive to <strong>the</strong> needs <strong>of</strong> <strong>Aborig<strong>in</strong>al</strong> communities;• <strong>the</strong>re should be a meet<strong>in</strong>g between <strong>the</strong> prov<strong>in</strong>ce, <strong>in</strong>dustry leaders, and<strong>Aborig<strong>in</strong>al</strong> leaders on <strong>the</strong> topic <strong>of</strong> <strong>in</strong>creas<strong>in</strong>g <strong>Aborig<strong>in</strong>al</strong> participation<strong>in</strong> <strong>the</strong> prov<strong>in</strong>cial economy; and• <strong>the</strong> <strong>Aborig<strong>in</strong>al</strong> population should be fur<strong>the</strong>r encouraged to participate<strong>in</strong> <strong>the</strong> prov<strong>in</strong>ce’s tourism <strong>in</strong>dustry.• Established <strong>in</strong> October 1995, <strong>the</strong> Economic Development Fund helps f<strong>in</strong>ance priorityeconomic development <strong>in</strong>itiatives not funded through <strong>the</strong> federal-prov<strong>in</strong>cial Agreementon Regional Economic Development or departmental budget appropriations.The fund is available to prov<strong>in</strong>cial departments and agencies <strong>in</strong> support <strong>of</strong> prov<strong>in</strong>cialgovernment <strong>in</strong>itiatives. This <strong>in</strong>cludes those directly related to <strong>the</strong> resource sectors(<strong>for</strong>estry, m<strong>in</strong><strong>in</strong>g, agriculture, and fisheries) now excluded from federal fund<strong>in</strong>g, as wellas o<strong>the</strong>r priority <strong>in</strong>itiatives not able to proceed because <strong>of</strong> reduced levels <strong>of</strong> federalprov<strong>in</strong>cialfund<strong>in</strong>g. 14• The Small Entrepreneur Capital Assistance Programme 15 aims to <strong>in</strong>crease <strong>in</strong>comesand to enhance employment opportunities <strong>in</strong> New Brunswick by f<strong>in</strong>ancially stimulat<strong>in</strong>gsmall bus<strong>in</strong>ess enterprises to pursue new opportunities with<strong>in</strong> <strong>the</strong> manufactur<strong>in</strong>g andprocess<strong>in</strong>g, <strong>in</strong><strong>for</strong>mation technology, and tourism <strong>in</strong>dustries. Up to 40 percent <strong>of</strong>eligible costs, to a maximum <strong>of</strong> $50,000, is available. Eligible costs <strong>in</strong>clude capitalcosts, salary costs, and tra<strong>in</strong><strong>in</strong>g costs, and must be <strong>of</strong> an “arms-length” nature.• The Department <strong>of</strong> Agriculture and Rural Development adm<strong>in</strong>isters <strong>the</strong> <strong>Aborig<strong>in</strong>al</strong><strong>Co</strong>ttage Industry Initiative, which facilitates <strong>the</strong> development <strong>of</strong> <strong>Aborig<strong>in</strong>al</strong> cottage<strong>in</strong>dustry producers and products. 1614 http://www.gov.nb.ca/rdc/fde%2D98/part1.htm15 http://www.gov.nb.ca/edt/bus_serv/secap.htm16 http://www.gov.nb.ca/agricult/60/01/6001000e.htm~ 183
