Article 11 Flood ProtectionSection 11.03 Standards11.03.07 All utilities constructed to serve structures which are to be located inthe floodplain must be flood protected at a minimum to the elevation <strong>of</strong> the 100-year flood level.11.03.08 All construction or modification <strong>of</strong> building and structures includingflood pro<strong>of</strong>ing measures and techniques in the floodplain area, as required in thissection, must be in accordance with the applicable design standards <strong>of</strong> the UnitedStates Army Corps <strong>of</strong> Engineers publication entitled “Flood Pro<strong>of</strong>ing Regulations,”June, 1972 GPO 19730-505-026 Edition, or as amended, and the followingrequirements:A. All new construction and substantial improvements must be anchoredto prevent flotation, collapse, or lateral movement <strong>of</strong> the structure.B. All new construction and substantial improvements must beconstructed with materials and mechanical and utility equipmentresistant to flood damage.C. All new construction or substantial improvements must be construedconstructed by methods and practices that minimize flood damage.D. All new and replacement water supply systems must be designed tominimize or eliminate infiltration <strong>of</strong> flood waters into the systemE. New and replacement sanitary sewage systems must be designed tominimize or eliminate infiltration <strong>of</strong> flood waters into the systemsdischarges from the systems in the flood waters.F. On-site waste disposal systems, where permitted, must be located toavoid impairment to them or contamination from them duringflooding.11.03.09 In addition to the above requirements, manufactured homes, asherein defined, must meet the following standards:A. No manufactured home or recreational vehicle may be placed in afloodway or coastal high hazard area.B. All manufactured homes must be anchored to resist flotation,collapse, or lateral movement by providing over-the-top and frameties to ground anchors. Specific requirements must be that:1. Over-the-top ties be provided at each end <strong>of</strong> the manufacturedhome, with one additional tie per side at an intermediatelocation on manufactured homes <strong>of</strong> less than 50 feet and oneadditional tie per side for manufactured homes <strong>of</strong> 50 feet ormore;2. Frame ties be provided at each corner <strong>of</strong> the home with fouradditional ties per side at intermediate points for manufacturedhomes less than 50 feet long and one additional tie formanufactured homes <strong>of</strong> 50 feet or longer:3. All components <strong>of</strong> the anchoring system be capable <strong>of</strong> carrying aforce <strong>of</strong> 4,800 pounds;4.
