Article 6 Use RegulationsSection 6.25 Waste-Related Service (Landfills)permit must set forth and restrict the time and location <strong>of</strong> such garagesale. No more than 3 such permits may be issued to one residenceand/or household during any calendar year. Such permits must belimited in time to no more than the daylight hours <strong>of</strong> threeconsecutive days.B. Display <strong>of</strong> Property for SaleProperty <strong>of</strong>fered for sale or sold may be displayed only on the property<strong>of</strong> the residence where a garage sale permit has been issued. Alldisplays must maintain a minimum <strong>of</strong> one foot clearance from anyproperty line.C. SignsOne temporary sign <strong>of</strong> not more than 4 square feet is permitted to bedisplayed on the property <strong>of</strong> the residence where a garage sale is beingconducted. Such signs may be displayed only 3 days before and duringthe times <strong>of</strong> the sales as delineated on the permit. In no case may thesign be placed on any property other than the property <strong>of</strong> theresidence to which the permit has been issued, nor may any sign belocated closer than five feet from the property line.D. General Retail Sales Prohibited<strong>The</strong> conduct <strong>of</strong> general retail sales or commercial activities inresidential areas is, except as otherwise expressly authorized underthis ordinance, prohibited. Garage sales are permitted only ins<strong>of</strong>ar asthey are conducted according to the limitations set forth herein.Section 6.25 Waste-Related Service (Landfills)6.25.01 Landfills must comply with all applicable regulations <strong>of</strong> the <strong>Kentucky</strong>Department <strong>of</strong> Natural Resources and Environmental Protection. In addition, allsanitary landfills must comply with the performance standards <strong>of</strong> the Division <strong>of</strong>Air Pollution, Division <strong>of</strong> Water Quality, and other applicable performancestandards <strong>of</strong> the State <strong>of</strong> <strong>Kentucky</strong>.6.25.02 <strong>The</strong> minimum site area for a landfill is 50 acres.6.25.03 Screening areas must be provided along all boundary lines notprotected by comparable vegetative screening, in accordance with the applicablerequirements <strong>of</strong> Section 8.01.6.25.04 Landfill operations may not be conducted within 100 feet <strong>of</strong> anydedicated right-<strong>of</strong>-way or property line that is the exterior boundary <strong>of</strong> the landfill,or within 300 feet <strong>of</strong> any existing structure regularly occupied or utilized by anyperson for the conduct <strong>of</strong> residential, commercial, industrial, and public and semipublictype activities.6.25.05 Site plan requirements. Before a permit is issued, a stage Idevelopment plan must be prepared meeting the applicable requirements <strong>of</strong>Section 12.06 and submitted to the Board <strong>of</strong> Adjustment and <strong>City</strong> Commission forapproval. In addition, the following information must also be submitted: a planshowing the specific reuse <strong>of</strong> the area after completion <strong>of</strong> landfill operationsincluding the final grades to be established in meeting the needs <strong>of</strong> the proposed<strong>Covington</strong>, <strong>Kentucky</strong><strong>Zoning</strong> <strong>Ordinance</strong> Draft: 6/22/05Page 6-10
