As the name implies, overlayzones are over-laid on base zone classifications to alter some or all of theunderlying zone regulations. Overlay zones are shown on the official zoning map inparentheses following the base zone map symbol. Thus, an RU-2-zoned parcel thatis included in the Historic Preservation Overlay zone would be shown on the zoningmap as RU-2 (HP-O)5.01.02 Overlay zone regulations apply in combination with underlying basezone regulations and all other applicable standards of this zoning ordinance. Whenoverlay zone standards conflict with standards that otherwise apply in theunderlying base zone, the regulations of the overlay zone always govern. Allapplicable regulations of the underlying base zone apply to property in an overlayzone unless otherwise expressly indicated.Section 5.02 VP-O, Viewshed and Hillside ProtectionOverlay5.02.01 PurposeThe VP-O, Viewshed and Hillside Protection Overlay zone is intended to protectand enhance the City of Covington’s unique environmental heritage. Hillside areasare places of special character that are affected by their surroundings. Protection ofviews of hillside areas will promote aesthetic enjoyment, tourism, civic pride, andthe city’s natural resource base.5.02.02 ApplicabilityThe regulations of this section apply to all development proposed within theboundaries of the VP-O zone, as shown on the official zoning map.5.02.03 Site Plan ReviewA. Site plan review and approval is required before the issuance of anybuilding or grading permits, approval of a subdivision, or thecommencement of any construction or enlargement of any building orstructure on a lot or parcel located within the VP-O zone.
