As the name implies, overlayzones are over-laid on base zone classifications to alter some or all <strong>of</strong> theunderlying zone regulations. Overlay zones are shown on the <strong>of</strong>ficial zoning map inparentheses following the base zone map symbol. Thus, an RU-2-zoned parcel thatis included in the Historic Preservation Overlay zone would be shown on the zoningmap as RU-2 (HP-O)5.01.02 Overlay zone regulations apply in combination with underlying basezone regulations and all other applicable standards <strong>of</strong> this zoning ordinance. Whenoverlay zone standards conflict with standards that otherwise apply in theunderlying base zone, the regulations <strong>of</strong> the overlay zone always govern. Allapplicable regulations <strong>of</strong> the underlying base zone apply to property in an overlayzone unless otherwise expressly indicated.Section 5.02 VP-O, Viewshed and Hillside ProtectionOverlay5.02.01 Purpose<strong>The</strong> VP-O, Viewshed and Hillside Protection Overlay zone is intended to protectand enhance the <strong>City</strong> <strong>of</strong> <strong>Covington</strong>’s unique environmental heritage. Hillside areasare places <strong>of</strong> special character that are affected by their surroundings. Protection <strong>of</strong>views <strong>of</strong> hillside areas will promote aesthetic enjoyment, tourism, civic pride, andthe city’s natural resource base.5.02.02 Applicability<strong>The</strong> regulations <strong>of</strong> this section apply to all development proposed within theboundaries <strong>of</strong> the VP-O zone, as shown on the <strong>of</strong>ficial zoning map.5.02.03 Site Plan ReviewA. Site plan review and approval is required before the issuance <strong>of</strong> anybuilding or grading permits, approval <strong>of</strong> a subdivision, or thecommencement <strong>of</strong> any construction or enlargement <strong>of</strong> any building orstructure on a lot or parcel located within the VP-O zone.
